What is planned?

SECTION 48 OF THE PLANNING ACT 2008 (AS AMENDED) REGULATION 4, THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009 (AS AMENDED) NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR GRIMSBY TO WALPOLE

1. Notice is hereby given that National Grid Electricity Transmission plc (“National Grid”) of 1 – 3 Strand, London, WC2N 5EH intends to apply to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (“DCO”) under Section 37 of the Planning Act 2008 (the “Act”) to authorise the construction and operation of the Grimsby to Walpole Project (the “Project”).

2. The Project is a proposal by National Grid to upgrade the electricity transmission system between new substations near Grimsby and Walpole. The Project includes a new 400 kilovolt (“kV”) electricity transmission connection of approximately 140 kilometres (“km”) in overall length between two proposed new substations, Grimsby West 400 kV Substation and Walpole B 400 kV Substation.

3. National Grid has previously consulted on proposals for Grimsby to Walpole, including a statutory consultation which ran between 11 June and 06 August 2025. This targeted statutory consultation presents the detailed proposals for infrastructure within Route section 5 – New Weston Marsh Substations A and B.

4. The construction of two new 400 kV substations (referred to as Weston Marsh Substation A and Weston Marsh Substation B) are proposed within Route section 5:

• a new Weston Marsh Substation A providing a 400 kV AIS substation with connection for up to twenty bays and associated works on land east of Marsh Road; and

• a new Weston Marsh Substation B providing a 400kV AIS substation located north of Stone Gate with up to fourteen bays.

5. A series of works to the Overhead Lines (OHL) and underground cables are also proposed within Route section 5:

• diversion of approximately 2.8 km of existing OHLs to connect into the Weston Marsh Substation A and the Weston Marsh Substation B;

• reconductoring of approximately 1.1 km of OHLs from twin to triple conductors;

• diversion of approximately 2.1 km of existing OHLs to connect into the Weston Marsh Substation B;

• dismantling of approximately 3.6 km of the existing OHLs;

• repurposing of a 1.7 km section of the existing OHLs to form part of new 400 kV overhead line connection between the Weston Marsh Substation A and the new Walpole Substation B;

• temporary diversions of approximately 1.4 km of existing OHLs during the construction works; and

• an approximately 3.05 km long section of new 400 kV underground cable from the Weston Marsh Substation A continuing in a south direction to the Weston Marsh Substation B.

6. The Project would be designed, constructed and operated in accordance with applicable health and safety legislation. The Project would also need to comply with design safety standards including the National Electricity Transmission System (“NETS”) Security and Quality of Supply Standard, which sets out the criteria and methodology for planning and operating the NETS. This informs a suite of National Grid policies and processes, which contain details on design standards required to be met when designing, constructing and operating assets such as proposed for the Project.

7. The Project will seek authorisation for the compulsory acquisition of land interests and rights over land, overriding easements and other rights, the temporary use of land, and other ancillary powers.

8. The Project is an Environmental Impact Assessment (“EIA”) development, as defined by The Infrastructure Planning (EIA) Regulations 2017. An Environmental Statement will therefore be submitted as part of the application, which will contain information about the environmental effects of the Project.

9. The documents, plans and maps showing the nature and location of proposals for Route section 5 – New Weston Marsh Substations A and B, including the Supplementary Preliminary Environmental Information Report (“SPEIR”) and non-technical summary (NTS), will be available to download free of charge from Tuesday 18 November until 11:59pm on Friday 19 December 2025 on www.nationalgrid. com/g-w.

10. Reference copies of certain consultation documents, showing the nature and location of the proposed development will also be available to view free of charge from Tuesday 18 November 2025 at the following local information points in the vicinity of the Project for the duration of the consultation (until Friday 19 December 2025):

12. Printed copies of the documents, including the SPEIR and NTS, plans, maps, and feedback form, can also be viewed at the public information events, which will be held as follows:

13. Following the start of the statutory consultation, consultees will be able to request paper copies of consultation documents. The documents that will be made available on request, free of charge, will be the:
• Community newsletter
• Weston Marsh targeted consultation document
• Feedback form
• NTS of the SPEIR.
• Weston Marsh targeted consultation approach document.

14. Requests for paper copies of the technical documents will be reviewed on a case by-case basis. To cover printing costs a reasonable copying charge may apply, to be paid for by the recipient and up to a maximum value of £500 for the whole suite of consultation documents. How to respond to the consultation

15. The consultation is running between noon on Tuesday 18 November 2025 and 11:59pm on Friday 19 December 2025.

16. Any consultation responses or other representations in respect of the Project during the consultation period can be submitted in writing in the following ways:
• Completing an online feedback form at: www.nationalgrid.com/g-w
• Providing feedback by email: contact@g-w.nationalgrid.com
• Scanning a paper copy of the feedback form or submitting a letter or written response
• Returning a paper copy of the response form or a letter response by post at Freepost G TO W (no stamp required).

17. In providing their consultation response, consultees should:
• State in writing the nature of the response or representation;
• Indicate who is making the response or representation; and
• Include an address to which correspondence relating to the response can be provided.

18. A printed copy of the feedback form can be requested by contacting the Project team on the details below.

19. We must receive all responses by 11:59pm on Friday 19 December to ensure their consideration.

20. National Grid will take into account any response to this publicity or the consultation that is received before the specified deadline when deciding on the final form of the proposed DCO application. Please note that responses are likely to be made public.

21. National Grid may be required to make copies of representations available to the Secretary of State. However, National Grid will request that personal details are not placed on the public record. Personal details will be held securely in accordance with the relevant data protection legislation and will be used solely in connection with the consultation process and the development of this Project and, except as noted above, will not be disclosed to any third parties.
