NOTICE OF AN APPLICATION TO MAKE A MATERIAL CHANGE TO THE EAST MIDLANDS GATEWAY RAIL FREIGHT INTERCHANGE AND HIGHWAY ORDER 2016 (S.I. 2016/17)

NOTICE IS HEREBY GIVEN that SEGRO (EMG) Limited of 1 New Burlington Place London W1S 2HR (“the Applicant”), has submitted an application (“the Application”) to the Secretary of State for Transport, under Regulation 16 of the Infrastructure Planning (Changes to, and Revocation of, Development Consent Orders) Regulations 2011 (as amended), for a material change to be made to the East Midlands Gateway Rail Freight Interchange and Highway Order 2016 (“the DCO”). The Planning Inspectorate reference number is TR0510002.

Summary of the Main Proposals
The Application seeks a material change to the DCO that authorised the SEGRO East Midlands Gateway Logstics Park, a rail freight interchange and logistics development together with substantial improvements to Junctions 24 and 24A of the M1 and a southern bypass of Kegworth to the east of the M1, along with other associated development. The amendment seeks to achieve the following -
• Construction of a new rail-served warehouse, known as Plot 16, providing up to 26,500m2 (approximately 269,000 sq.ft.) (GIA) with an additional 3,500m2 allowance in the form of internal mezzanine space;
• Works to increase the permitted height of the cranes at the existing EMG1 rail-freight terminal; and
• Improvements to the public transport interchange, site management building and the EMG1 Pedestrian Crossing.

Environmental Impact Assessment
The Applicant considers that the changes may constitute environmental impact assessment development as defined by The Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 and the Application is therefore accompanied by an Environmental Statement.

Making representations about the Application

Any person may make representations on the Application to the Secretary of State (including giving notice of any interest in, comment on, or objection to the Application) by registering with the Planning Inspectorate as an Interested Party. The period during which you can submit a Relevant Representation to the Planning Inspectorate begins on 27 November 2025 and will end on 9 January 2026. Representations must be received by the Planning Inspectorate by 23:59 on 9 January 2026.

All representations must include details of the maker’s name, address and telephone number, along with full details of any interests in, or objection to, the application. Please ensure that you quote reference number TR0510002 in all correspondence with the Planning Inspectorate about the Application.
