NOTICE OF IMMEDIATE ARTICLE 4 DIRECTION
NOTICE IS GIVEN that the Council of the Borough of South Tyneside (“Council”) have made a Direction under article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (“Order”) on 12 November 2025 (“Direction”). The Direction comes into force on the date of this notice.
The Direction relates to development consisting of a change of use of a building from a use falling within Class C3 (dwellinghouses) of Schedule 1 to the Town and Country Planning (Use Classes) Order 1987 (as amended) (UCO) to a use falling within Class C4 (houses in multiple occupation) of that Schedule of the UCO, being development comprised within Class L of Part 3 of Schedule 2 to the Order, and not being development comprised within any other Class.
The Direction relates to all land within the administrative boundaries of the borough of South Tyneside except for the land presently subject to the ‘Lawe Top and surrounding area HMO Article 4 Direction’, as that term is defined in the Order.
The Direction removes permitted development rights for the above-mentioned development from the date of this Notice. Planning permission is now required for any change in the use of a building within the above-mentioned area, from a use falling within Class C3 (dwellinghouses) to a use falling within Class C4 (houses in multiple occupation) of Schedule
1 to the UCO.

Representations concerning the Direction may be made to the Council within the period of 28 days from the date of this Notice to 17 December 2025. Representations should be addressed in writing to Planning Department, South Tyneside Council Town Hall and Civic Offices, Westoe Road, South Shields, NE33 2RL. Alternatively, representations can be

The Direction shall expire at the end of the period of 6 months from the date of this Notice (being the date of coming into force of the Direction) unless confirmed by the Council before the end of the 6-month period.
