Regulation 19 Pre-Submission
Town and Country Planning (Local Planning) (England) Regulations 2012

The Portsmouth Local Plan Addendum 2025 is the subject of a round of Pre-Submission consultation. In accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended), the Portsmouth Local Plan Addendum will be published for a period of public consultation from 18 November 2025 to 23.59 on 08 January 2026.
The Portsmouth Local Plan is the new statutory development plan for Portsmouth and it will guide development in the City up to 2040.
Portsmouth City Council hereby gives notice that the Portsmouth Local Plan Addendum and proposed submission documents (extracts from the Policies Map, Sustainability Appraisal and Habitat Regulations Assessment) are available for inspection at the places and times detailed below. Any person may make representations on whether the Local Plan is legally compliant, complies with the Duty to Cooperate and meets the tests of soundness. Representations must be submitted during the following period:
18 November 2025 to 23.59 on 08 January 2026

Or you can fill out a paper comment form from the Civic Offices or a deposit point (Central, Cosham, Carnegie and Southsea Libraries) and return it to the council at the above address.
Anonymous or confidential representations without a name and postal address cannot be accepted.
