Belfast City Council - Pre‐Application community consultation
What is planned?
Belfast Stories is due to open in Belfast city centre in 2030 on the 5,000m2
site where North Street and Royal Avenue meet, which includes the Art Deco
former Bank of Ireland buildings.
Designs have now been developed for a new public space, visitor attraction and creative hub for the city. An
exciting, authentic experience with Belfast’s people and personality at its heart, Belfast Stories aims to attract both
tourists and locals.
The landmark development, announced in December 2021, is the flagship Belfast Region City Deal tourism and
regeneration project.
This pre-application community consultation is taking place in advance of submitting a planning application.
Pre‐Application community consultation
The Planning Act (Northern Ireland) 2011, The Planning (Development
Management) Regulations (Northern Ireland) 2015 (Regulation 5 (2) (b)) and The
Planning (Miscellaneous Amendments) Regulations (Northern Ireland) 2025.
Proposal: Erection of a new building to house the Belfast Stories visitor attraction and creative hub, including
new internal and external public spaces.
Location: Land bounded by Royal Avenue, North Street, Union Street and Kent Street, Belfast.
How information may be obtained concerning the proposed development?
We will be holding public information drop in events for interested parties to learn about the proposals, to ask
questions and to provide comments as follows.

The website will be available from Thursday 13 November 2025 to Thursday 5 February 2026.

Planning Department as the Planning Authority at this time. Any comments made to the prospective applicant
are not representations to the planning authority. If a planning application is subsequently submitted, Council
as the Planning Authority, will undertake publicity and neighbour notification and you will have the opportunity
to make formal representations regarding the planning application at that time.
