If you cannot use the online service we will do our best to help you view the plans via alternative means. For further assistance with this please email development.management@midlothian.gov.uk.
Written comments should be submitted to the Planning Manager, Place Directorate, Fairfield House, 8 Lothian Road, Dalkeith EH22 3AA, or via the Midlothian Council website by the dates specified. Representations must be made as described here, even if you have made comment to the applicant prior to the application being made.

THE TOWN AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT
ASSESSMENT) (SCOTLAND) REGULATIONS 2017 NOTICE UNDER REGULATION 21
Notice is hereby given that an EIA report has been submitted to Midlothian Council by Tetra Tech/RPS relating to the formation of an A701 Relief Road and A702 Link Road, the construction of two roundabouts, alterations to an existing roundabout, formation of drainage infrastructure including SUDS basins, and associated works at land between the A701 and A702. The reference for this application is 25/00521/DPP and it is subject to Environmental Impact Assessment (EIA).
Possible decisions relating to the application are:
(i) approval of the application without conditions
(ii) approval of the application with conditions
(iii) refusal of the application
A copy of the EIA report, the associated application and other documents submitted with it can be viewed online, free of charge and at any time, at www.midlothian.gov.uk/planning-and-building. If you are unable to access the report via the Council’s website, you can contact either dutyplanningofficer@midlothian.gov.uk or phone 0131 271 3302 so that it can be made available for viewing during offi ce hours at the Council’s address detailed below. The report may be viewed during the period of 30 days beginning with the date of this notice.
A paper copy of the full EIA report is available at a cost of £500 plus VAT. Please request documents form SLR Consulting Limited, The Tun, 4 Jackson’s Entry, Edinburgh, EH8 8PJ.
Any person who wishes to make representations to Midlothian Council about the EIA report should make them within 30 days, either:
• Via www.midlothian.gov.uk/planning-and-building using the application reference number above; or
• In writing, quoting the application reference number above, to Planning, Place Directorate, Fairfield House, 8 Lothian Road, Dalkeith, EH22 3AA. While letters are still accepted we would strongly recommend the submission of comments via the online facility.
Should there be any subsequent submission by the developer of additional information relating to the application, further adverts similar to this will be published and additional representations may be made in the same manner as specifi ed above.

TOWN AND COUNTRY PLANNING (SCOTLAND) ACT 1997 TOWN AND COUNTRY PLANNING (TREE PRESERVATION ORDER ANDTREES IN CONSERVATION AREAS) (SCOTLAND) REGULATIONS 2010 THE MIDLOTHIAN COUNCIL TREE PRESERVATION ORDER NO. 1 (2025) LAND AT POMATHORN MILL NOTICE IS HEREBY GIVEN AS FOLLOWS:-
On 27/10/2025 the above Order was made bringing trees on Land at Pomathorn Mill under the planning control of Midlothian Council as Planning Authority under the above Act and Regulations whereby the Council’s previous written permission is necessary before the trees can be lopped or felled. The Council’s reasons for making the Order are that the woodland is of value and suitable for protection through a Tree Preservation Order for the following reasons:
• For its contribution to the landscape amenity of the local area and the wider landscape setting when viewed from the west and south especially.
• For its contribution to the landscape character of the River North Esk corridor, its tributaries and the countryside southwest of Penicuik.
• For its importance in providing visual screening of the site’s current industrial buildings and hardstanding and to provide screening for any future land use.
• For its importance for biodiversity and green network connections. The TPO site is partially covered by the Penicuik Mill Lade and the River Esk to Esk Bridge Local Biodiversity Site within which semi natural broadleaved woodland and broadleaved plantation are highlighted as notable habitats, and is listed as ancient woodland (recorded in the Ancient Woodland Inventory mapping (Naturescot) as predominantly Ancient of semi-natural origin and a smaller area of long established plantation origin), and partially as native woodland (Native Woodland Survey of Scotland (NWSS).
• Based on the recent site history of tree removal, the woodland is potentially at risk of further felling or deforestation.
• The woodland is assessed to be of reasonable condition with a retention period of over forty years.
Any representations in relation to the Order should be made to Midlothian Council in writing and state the grounds of the representations. Representations must be sent by email to the Head of Placemaking at conservation@midlothian.gov.uk by 12/12/2025. The Order became effective on 27/10/2025.
