EXTENSION OF CITY CENTRE CONSERVATION AREA
EXTENSION OF KELHAM ISLAND CONSERVATION AREA AND CHANGE OF NAME TO KELHAM ISLAND AND NEEPSEND CONSERVATION AREA

NOTICE IS HEREBY GIVEN that on 14 October 2025 pursuant to section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990, the Sheffield City Council (“the Council”) designated a revised boundary for the City Centre Conservation Area. The boundary designated by the Council in 1996 has been amended as follows:

- Castlegate: Extends at the junction of Arundel Gate/Norfolk Street to the east along Sude Hill and Exchange Street. It is now bounded to the north by part of Blonk Street, taking Castle Mews, Lady’s Bridge and Exchange Brewery. The boundary moves south while incorporating the Old Town Hall and connecting with the existing boundary at Hartshead Square.
- West Street: Extends from Rockingham Street westward including properties which face onto West Street. Towards its western most point it includes parts of Victoria Street and Gell Street. To the South it includes the Swan Inn, Devonshire Street, Devonshire Green and parts of Division Street. It also includes part of Westfield Terrance before reconnecting with the existing conservation area at the junction of Rockingham Street and West Street.
- Millenium Galleries: Extends to includes the Millenium Galleries Building.
- Removed: The developments between St. Pauls Parade and Millennium Square.

The Council also changed the name of the Kelham Island Conservation Area to the Kelham Island and Neepsend Conservation Area and revised the boundary designated in 1985 (and as amended in 1999 and 2008) as follows:

- South Parade up to Shalesmoor Road. Extends to include Moorfield Flats and Yard Street.
- Coal Drops. Connects with the existing conservation areas at Rowland Street and picks up Coal Drops along Wilson Street.
- Neepsend. Includes properties along Burton Road and Rutland Road, including Cannon Brewery, parts of Bradwell Road and Neepsend Lane at its most northwestern point.

The principal effects of being included within a conservation area are as follows:

1. The Council is under a duty to prepare proposals to ensure the preservation or enhancement of the area.
2. That, with certain exceptions, it becomes an offence to demolish buildings within the area without first obtaining planning permission from the Council.
3. Special publicity must be given to planning applications for development in the conservation area.
4. In carrying out any functions under the Planning Acts (as defined by the Town and Country Planning Act 1990) the Council and the Secretary of State are required to take into account the desirability of preserving and enhancing the character or appearance of the area.
5. Six weeks’ written notice must be given to the Council before works are carried out to any trees.
6. The extent of works that may be carried out as permitted development without the need for planning permission is more limited for properties within the Conservation Area.
