NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER IN ACCORDANCE WITH SECTION 48 OF THE PLANNING ACT 2008
NOTICE IS HEREBY GIVEN that Net Zero North Sea Storage Limited (“the Applicant”), of Chertsey Road, Sunbury on Thames, Middlesex, United Kingdom TW16 7BP intends to make an application to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (the “DCO”) under Section 37 of the Planning Act 2008 (“the Act”) for the proposed Humber Carbon Capture Pipeline Project (“the Project”).
The Applicant, via Northern Endurance Partnership, will be the carbon dioxide transportation and storage infrastructure provider for the East Coast Cluster and is leading the Humber Carbon Capture Pipeline Project.
The Project is a proposed underground onshore pipeline that would transport carbon dioxide produced by industrial projects in the Humber region to secure offshore storage under the North Sea. The Project is a nationally significant infrastructure project as defined under Sections 14 and 21 of the Act.
The Project comprises the construction, operation and maintenance of the following elements:
● A carbon capture pipeline between the Drax area in North Yorkshire and the coast north of Easington in the East Riding of Yorkshire. Parts of the pipeline would also run through North Lincolnshire and North East Lincolnshire.
● Smaller spur pipelines to the Keadby, Croxton, Killingholme and Salt End areas.
● A Pump Facility north of Easington, near the coast, to enable the onward transportation of carbon dioxide offshore.
● Above Ground Installations (“AGIs”) along the route of the pipeline and required for the operation and maintenance of the pipeline.
● Other related works, including temporary access roads, highway works, temporary work compounds, work sites and ancillary works.
The Project will seek authorisation for the compulsory acquisition of land and interests in or rights over land, including overriding easements and powers to possess and use land temporarily. Other ancillary provisions may include the application and/or disapplication of legislation relevant to the Project; the temporary stopping up or diversion of public footpaths during construction works; permanent and temporary alterations to the highway network for and in the vicinity of the Project, and utilities diversions and modifications.
The Humber Carbon Capture Pipeline will provide a connection to an offshore pipeline that will transport the carbon dioxide to a storage site under the North Sea. However, proposals for connecting to the offshore pipeline are not part of this application and will be separately consented.
The Project is an Environmental Impact Assessment development (“EIA development”) as defined by the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. The Applicant is therefore required to undertake an Environmental Impact Assessment. An Environmental Statement will therefore be submitted as part of the DCO application and will contain information about the environmental effects of the Project during its construction, operation and decommissioning.
Statutory Consultation
The Applicant is undertaking a Statutory Consultation on the Project for a period of 7 weeks between Wednesday 29 October and 23:59 on Wednesday 17 December 2025.
A Preliminary Environmental Information Report (“PEIR”), and a non-technical summary (“NTS”) of the PEIR, has been prepared for the purposes of the Statutory Consultation and will be made available to view and download free of charge. Additionally, the Applicant has prepared plans showing the proposed location and nature of the Project, a Statement of Community Consultation (“SoCC”) which has been publicised under Section 47 of the Act, and other consultation documents.
