NOTICE OF PUBLICATION OF THE STATEMENT OF COMMUNITY CONSULTATION IN ACCORDANCE WITH SECTION 47 OF THE PLANNING ACT 2008

NOTICE IS HEREBY GIVEN that Net Zero North Sea Storage Limited (“the Applicant”) has produced a Statement of Community Consultation (“SoCC”) for its proposals for the Humber Carbon Capture Pipeline Project (“the Project”) in accordance with Section 47 of the Planning Act 2008 (as amended).
The Project
The Applicant, via Northern Endurance Partnership, will be the carbon dioxide transportation and storage infrastructure provider for the East Coast Cluster and is leading the Humber Carbon Capture Pipeline Project.
The Project is a proposed underground onshore pipeline that would transport carbon dioxide produced by industrial projects in the Humber region to secure offshore storage under the North Sea. The pipeline would be built between the Drax area in North Yorkshire and the coast north of Easington in the East Riding of Yorkshire. Parts of the pipeline would also run through North Lincolnshire and North East Lincolnshire.
The Project will also include a number of Above Ground Installations (“AGIs”) along the route of the pipeline and a Pump Facility on the coast north of Easington.
The Humber Carbon Capture Pipeline will provide a connection to an offshore pipeline that will transport the carbon dioxide to a storage site under the North Sea. However, proposals for connecting to the offshore pipeline are not part of this application and will be separately consented.
The Project will seek authorisation for the compulsory acquisition of land and interests in or rights over land, including overriding easements and powers to possess and use land temporarily. Other ancillary provisions may include the application and/or disapplication of legislation relevant to the Project; the temporary stopping up or diversion of public footpaths during construction works; permanent and temporary alterations to the highway network for and in the vicinity of the Project, and utilities diversions and modifications.

The SoCC explains how the Applicant will undertake its proposed consultation on the Project, where public events will be held, and how people can comment on the proposals and provide responses to the consultation. This notice publicises where and when the SoCC can be inspected.
The Applicant has consulted with the relevant Local Planning Authorities (North Yorkshire Council, East Riding of Yorkshire Council, North Lincolnshire Council, and North East Lincolnshire Council) and has duly considered any comments made regarding the proposed approach to consultation.
The Applicant is undertaking a Statutory Consultation on the Project, in accordance with the SoCC, for a period of 7 weeks between Wednesday 29 October 2025 and 23:59 on Wednesday 17 December 2025.

The SoCC is available to view and download free of charge on the Project website at
