NOTICE OF MAKING OF A STOPPING UP ORDER
UNDER SECTION 247 OF THE TOWN AND COUNTRY PLANNING ACT 1990
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton (hereinafter called the “Council”) has drafted an order (the “Order”) pursuant to section 247 of the Town and Country Planning Act 1990 (the “Act”) in respect of:
• an existing parking aisle/turning area located between Elm Grove and west of properties 67 and 68 Elm Grove; and
• an existing parking aisle/turning area located between Elm Grove and northwest of block 1-6 Elm Grove.
The extent of public highway that will be subject to the Order is shown hatched in black and labelled as Parcel 1 and Parcel 2 respectively on the map attached to the Order. The effect of the Order would be that the said land would cease to be public highway.
The Council is satisfied that it is necessary to stop up the public highway that is subject to the Order to allow for the implementation of the planning permission described in the Schedule.
The Council will formally consider any objections to the making of the Order which are submitted to it within the 28-day consultation period commencing on 23rd October 2025 and ending on 21st November 2025. A copy of the Order and a map defining the land to which it relates can be inspected at the Council Offices at Front Reception, Civic Offices, St Nicholas Way, Sutton SM1 1EA, from 9.00am to 5.00pm Monday to Friday until 23rd October 2025 until 21st November 2025.

Description of Development:
Outline planning application (with all matters reserved) for development including demolition of existing buildings and structures within Elm Grove Estate and erection of new buildings to provide residential floorspace (Class C3); retention, refurbishment and rear extension of 216-220 High Street to provide town centre (Class E), community (Class F2), sui generis and residential floorspace (Class C3); new pedestrian and vehicular access; associated amenity space, open space, public realm and landscaping; car and cycle parking spaces; plant; refuse storage; servicing; and other works incidental to the proposed (phased) development; and Phase 0 enabling preliminary works in the form of demolition of two existing bungalows on-site.
