ST ALBANS CITY AND DISTRICT COUNCIL

THE ST ALBANS CITY AND DISTRICT COUNCIL (CONTROL OF PARKING) ORDER 2023 (AMENDMENT No.15) STOPPING AND WAITING RESTRICTIONS ORDER 2025

1. NOTICE IS HEREBY GIVEN that St Albans City and District Council (pursuant to arrangements made with Hertfordshire County Council) proposes to make The St Albans City and District Council (Control of Parking) Order 2023 (Amendment No.15) Waiting Restrictions Order 2025.

2. The general effect of the Order would be to introduce waiting restrictions at various locations, as specified in the schedules below:

SCHEDULE 1: No waiting at any time – those sections of road listed below and as set out in the Order and on-street plans:

Batchwood – Ashwell Street, Blenkin Close, Cannon Street, Green Lane, Lawrence Road, New Greens Avenue and West View Road.

Bernards Heath – Canberra Close, Melbourne Close and Valley Road.

Clarence – Beaumont Avenue, Beechwood Avenue, Hatfield Road and Hedley Road.

Cunningham – Aldwick, Aldwick Court (Garages), London Road, Lycaste Close and Rodney Avenue.

Harpenden East – Marquis Lane and Station Road.

Harpenden North and Rural – Ambrose Lane, Farm Avenue, Luton Road and Hillside Road.

Harpenden South – Grove Avenue, Grove Road and Southdown Road.

Harpenden West – Hollybush Lane.

Hill End – Linden Crescent, Oakdene Way, Willow Crescent and Wynches Farm Drive.

Marshalswick East and Jersey Farm – Twyford Road and Wilstone Drive.

Marshalswick West – Homewood Road, Kings Hill Avenue, Sandringham Crescent, Sandpit Lane, The Ridgeway.

Park Street – Broomfield, Mayflower Road, Park Street, Penn Road and Spooners Drive.

Redbourn – Crouch Hall Lane, High Street, The Common and Ver Road.

Sandridge and Wheathampstead – Brocket View, Church Street and East Lane.

Sopwell – Abbots Avenue, Abbots Avenue West, Cottonmill Lane, Creighton Avenue and Holyrood Crescent.

St Peters – Shirley Road.

St Stephen – Ashridge Drive, South Riding and West Riding.

Verulam – Westfields.

SCHEDULE 2: No loading at any time – those sections of road listed below and as set out in the Order and on-street plans:

Clarence – Arthur Road, Hatfield Road and Royal Road.

St Stephen – Tippendell Lane.

SCHEDULE 3: No waiting at any time during the prescribed hours – those sections of road listed below and as set out in the Order and on-street plans:

Batchwood – Green Lane

Marshalswick East and Jersey Farm – Skys Wood Road

St Peters – Shirley Road

SCHEDULE 4: Convert Resident Permit Holder Parking Place to no waiting at any time – those sections of road listed and as set out in the Order and on-street plans:

St Peters – Church Street

3. A copy of the Order and associated documents may be examined at the Civic Centre, St Peters Street, St Albans, AL1 3JE Monday to Friday or you can view the documents on our website at any time via www.stalbans.gov.uk/TROS and selecting “Yellow Line Order–Live Consultation”.

4. Persons wishing to object or make comments to these proposals must do so:

(a) Online: by visiting https://consultation.appyway.com/st-albans

(b) By making a representation in writing to:

Please quote reference ‘YLO/15[Street Name]’ in the subject line and include your address in all correspondence. All comments must be received no later than 13th November 2025.

Please only use one of the above-mentioned methods of commenting, duplicate or multiple submissions will be disregarded.
