Notice of Consultation on Proposed Change to the Community Infrastructure Levy (CIL) Charging Schedule

Notice is hereby given that the London Borough of Southwark Council is consulting on a proposed modification to its Community Infrastructure Levy (CIL) Charging Schedule, prior to submission for independent examination under Section 212 of the Planning Act 2008 (as amended by the Localism Act 2011).

The proposed change is to increase the borough-wide CIL rate for direct-let purpose-built student housing to £250 per square metre, while retaining a rate of £0 per square metre for PBSH with nomination agreements. No changes are proposed to other development typology rates or to the CIL charging zones.

The consultation period will run from 21 October 2025 until 11:59pm on 20 January 2026. All representations received by the deadline will be submitted to the appointed Examiner for consideration as part of the examination process.
