What is planned?
Proposed Development on: Land At Whitehall Farm, Stroude
Road, Egham, Surrey TW20 9UZ
CEMEX UK Operations Ltd has applied to Surrey County Council for planning permission for Extraction of sand and gravel from
land at Whitehall Farm together with the erection of processing plant and associated mineral infrastructure, the provision of a new access from Stroude Road, restoration involving the importation of inert materials to agriculture, parkland, wet grassland, reedbeds, and new woodland on a site of approximately 38 ha, and the temporary stopping up of footpath 64, and permanent diversion of footpath 39.
Further information in relation to the planning application and environmental information in response to a request under Regulation 25 of the Regulations (“further environmental information”) and not in response to a request under Regulation 25 of the Regulations (“other environmental information”) in relation to the Environmental Statement (ES) has been submitted by the applicant. The further and other environmental information comprises a report titled Planning Application & ES Reg 25 Response Volume 4/1 Environmental Statement – Regulation 25 & Planning Application Reference SCC 2021/0023 Response dated August 2025, Appendix A and nine Environmental Statement addenda, new and revised phased working and restoration plans, concept restoration plan, tree protection plans and tree constraints plans, and an aftercare and management plan. The information relates to geotechnical matters; groundwater, surface water flooding and impact on the railway; ecology and biodiversity, traffic and highway safety, site restoration and aftercare and climate change matters.
The information submitted relating to the planning application comprises the report titled Volume 4/1 Environmental Statement – Regulation 25 & Planning Application Reference SCC 2021/0023 Response dated August 2025, Appendix A and two Environmental Statement addenda relating to Geotechnical Assessment and Ecology and Biodiversity and the new and revised plans referred to above.
