NOTICE UNDER ARTICLE 8 OF APPLICATION FOR PLANNING PERMISSION ACCOMPANIED BY AN ENVIRONMENTAL STATEMENT AND FOR DEVELOPMENT WHICH WOULD AFFECT THE CHARACTER OR SETTING OF A LISTED BUILDING And A CONSERVATION AREA

(Notice under Regulation 5 of the Town and Country Planning (Listed Buildings and Buildings in Conservation Areas) Regulations 1990 & Notice under Section 73 of the Planning (Listed Buildings and Conservation Areas) Act 1990)

Proposed development at Hebden Bridge, Calderdale – Hebden Bridge Flood Alleviation Scheme

I give notice that Environment Agency is applying to Calderdale Metropolitan Borough Council for planning permission for the:

Hebden Bridge Flood Alleviation Scheme including the repair and reconstruction of the river walls on Hebden Water and the River Calder, construction of new walls within St Pols Car Park, construction of vertical rising flood barriers on Bridge Gate and Old Gate, repair and reinforcement of specific properties, modification to five weirs, replacement of Central Street Footbridge, reinforcement of two bridges across Hebden Water, two construction compounds, landscaped public open spaces, demolition of outbuildings to the rear of 35 West End along Hebden Water and associated landscaping and that the application validated on 12 September 2025 is accompanied by an Environmental Statement. The proposed development does not accord with the provision of the development plan in force in the area in which the land to which the application relates is situated.

The proposed development would affect the Hebden Bridge Conservation Area a right of way to which Part III of the Wildlife and Countryside Act 1982 (a) (public rights of way) applies.

Members of the public may view the Environmental Statement at Hebden Bridge Town Hall, St George’s St, Hebden Bridge HX7 7BY during normal office hours and may obtain copies of the Environmental Statement from Hebden Bridge Flood Information Centre, 4 Hardcastle House, Valley Road, Hebden Bridge, HX7 7BB; or by emailing HebdenBridgeFAS@environment-agency.gov.uk so long as stocks last, at a charge of £750.00

The application details and plans can be viewed on the Council’s website at www.calderdale.gov.uk/planning/ 

They can also be seen via the Council’s website in Local Area Customer First offices, and local Library’s during normal opening hours.

If you wish to submit comments, please make them within 30 days from the date of this notice The best way to do this is to go to the ‘Search and Comment on planning applications page’ on the Council’s website  www.calderdale.gov.uk. You will need to Register to make a comment, but if you do you will also be able to track progress and be notified if there are any changes to the application.

Any representations submitted are open to inspection by the public online and the Planning Inspectorate, in the event of an Appeal, they may also place your comments online, so you should only include information that you are happy to be made available on the internet.
