Keadby Power Station

The Application
1. Notice is hereby given that the Secretary of State  for Energy Security and Net Zero (‘SoS’) has accepted an application (the ‘Application’) for a Development Consent Order (‘DCO’) made by Keadby Next Generation Limited (the ‘Applicant’ and part of SSE Plc) whose registered office is One Forbury Place, 43 Forbury Road, Reading, England, RG1 3JH under Section 55 of the Planning Act 2008 (the ‘2008 Act’).  The Application was received by the Planning Inspectorate (‘PINS’) (acting on behalf of the SoS) on 29 August 2025 and accepted for examination on 22 September 2025. The reference number assigned to the Application by PINS is EN0110001.

2. The Application seeks development consent for the construction, operation and maintenance of the Keadby Next Generation Power Station Project (‘the Proposed Development’) on land at, and in the vicinity of, the existing Keadby Power Station, Trentside, Keadby, Scunthorpe, Lincolnshire, DN17 3EF (‘the Site’).

Summary of the Proposed Development

3. The Proposed Development Site (the ‘Site’) is located within and near to the existing Keadby Power Station site near Scunthorpe, Lincolnshire and lies within the administrative boundary of North Lincolnshire Council.  The majority of land is within the ownership or control of the Applicant (or SSE Plc associated companies) and is centered on grid reference 482351, 411796.  The Site extends to approximately 77.1 hectares. 

4. The Proposed Development is a new combined cycle gas turbine (‘CCGT’) electricity generating station with a capacity of up to 910 megawatts electrical output.  The CCGT electricity generating station will be designed to run on 100% hydrogen and able to run on 100% natural gas or a blend of natural gas and hydrogen and will be located on land to the west of Keadby 1 and Keadby 2 Power Stations. The Proposed Development includes connections for cooling water, electricity, hydrogen and natural gas, construction laydown areas and other associated development. 

5. The Proposed Development comprises the following main elements:(a) a new-build CCGT electricity generating station fuelled by hydrogen and/or natural gas with a power output of up to 910MW (‘Work No.1);(b) a hydrogen supply pipeline, including a gas compound for the hydrogen supplier’s apparatus and a hydrogen gas compound for the Applicant’s apparatus (Work No. 2); (c) a natural gas supply pipeline including a compound for the natural gas supplier’s apparatus and a natural gas compound for the Applicant’s apparatus (Work No. 3); (d) electrical connection works for the export and import of electricity to and from the generating station and the existing 400kV National Grid Electricity Transmission (‘NGET’) substation located adjacent to the Keadby Power Station site, including works within the substation (which would be undertaken by NGET) (Work No. 4);  (e) water supply connection works to provide cooling and make-up water to the generating station, including intake structures and an underground and/or overground water supply pipeline running between the generating station and the Stainforth and Keadby Canal (Work No. 5);(f) connections to and use of an existing outfall and associated pipework for the discharge of used cooling water, surface water and treated effluent to the River Trent (Work No. 6); (g) public water connection pipeline from a new connection on Chapel Lane to provide potable water to the generating station (Work No. 7);  (h) new permanent access to the generating station including replacement of a private bridge (Mabey Bridge), installation of gatehouse north of the A18 and new private bridge crossing over Glew Drain (Work No. 8);(i) works in connection with temporary construction laydown areas and access routes (Work No. 9);(j) landscaping and biodiversity enhancement measures (Work No. 10); and  (k) an allocation of land to meet the requirements of the Carbon Capture Readiness (Electricity Generating Stations) Regulations 2013 (Work No. 11). 

6. The Application seeks powers of compulsory acquisition of interests and rights in land (including the permanent acquisition of land, the acquisition of new rights, the temporary use of land, the imposition of restrictive covenants and the power to override easements and other rights in land) within the Site to enable the Proposed Development to be constructed, operated and maintained.  The Application also seeks permanent changes to the highway and the power to temporarily alter streets in connection with the carrying out of the Proposed Development. 

Environmental Impact Assessment

7. The Proposed Development is an Environmental Impact Assessment (‘EIA’) development under the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017.  The Application therefore includes an Environmental Statement (‘ES’) documenting the findings of the EIA undertaken.

Inspection of the Application Documents

8. The application form and its accompanying documents, drawings, plans and maps (including the draft DCO and the ES) comprising the Application (the ‘Application Documents’) can be inspected free of charge by downloading them from the Keadby Next Generation Power Station Project page of the PINS website under the ‘Documents’ tab:https://national-infrastructure-consenting.planninginspectorate.gov.uk/projects/EN0110001/documents

9. The Application Documents can also be found on the Applicant’s website under the heading ‘Application Documents’ at: http://www.keadbynextgen.com/library and will be available until at least the end of the Relevant Representations period on 27 November 2025.

10. Should any interested party not have access to the internet, instructions on how to access the application documents can be found with the public computers at Scunthorpe Public Library and Crowle Community Hub. These venues are open at the times set out below and there is no charge for using their computers.

11. 12. For any bespoke or specific requests (for example in large print, audio or braille formats) please contact the Applicant using the contact details in the above paragraph of this notice leaving sufficient time before the deadline for receipt of Relevant Representations stated below. Copies of individual documents are also available on request and a reasonable copying charge may apply.

Commenting on the Application

13. Becoming an Interested Party gives you the right to make representations about the Application to PINS. Any representations (giving notice of any interest in, or objections) about the Application must be made to PINS using its Registration and Relevant Representation Form, which is available to complete on the Keadby Next Generation Power Station Project page of the PINS website (at https://national-infrastructure-consenting.planninginspectorate.gov.uk/projects/EN0110001) via the “Register to have your say” tab on the left hand side of the page.

14. A paper copy of the Form can also be obtained from PINS and returned by post.  If you request a paper copy of the Form from PINS, please ensure there is enough time for the Form to be sent to you and for you to post it back to PINS before the deadline for responding expires.

15.
