PUBLIC NOTICE TOWN AND COUNTRY PLANNING ACT 1990

THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of an Order made under section 247 of the above Act entitled Crystal Palace, authorising the stopping up of part of Wooderson Close Crystal Palace to enable the development described in the schedule to this Notice to be carried out in accordance with planning permission granted on 16 August 2024 planning reference 18/00547/FUL.

COPIES OF THE DRAFT ORDER AND RELEVANT PLANS

are available for inspection at all reasonable hours at the Council Access Croydon Reception Desk, Ground Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA in the six weeks commencing Thursday 2 October 2025 and may be obtained free of charge from the London Borough of Croydon (quoting reference 17812-KSS-MS-ZZ-DR-A-90-030 P03) at the address stated above or by email at anthony.graham@croydon.gov.uk, quoting the above reference.

ANY PERSON aggrieved by or desiring to question the validity of or any provision within the Order, on the grounds that it is not within the powers of the above Act or that any requirement or regulation made have not been complied with, may within six weeks of Thursday 2 October 2025 ending Thursday 13 November 2025 to apply to the High Court for the suspension or quashing of the Order or of any provision included therein. In submitting an objection, it should be noted that your personal data and correspondence will be passed to the applicant to enable your objection to be considered. If you do not want your personal data to be forwarded, please state your reasons when submitting your objection.

THE SCHEDULE

DESCRIPTION OF DEVELOPMENT

Extension of Main Stand to provide 8000+ additional seating and additional internal floor space to be used for the operation of the football club and ancillary functions (Use Class D2), and creation of restaurant/retail unit (Use Class A1/A3). Demolition of 22-32 Wooderson Close and works to the Northeast end elevation of 20 Wooderson Close. Associated reorganisation of surrounding land including but not limited to car parks with associated hard and soft landscaping. Use of the club car park as a fan plaza on match days. Pitch lengthening and the creation of accessible seating within the Whitehorse Lane Stand. Creation of new corner stand between Holmesdale Road and Arthur Wait stands. Reorganisation of floodlighting and removal of the TV Gantry at the Arthur Wait Stand at Selhurst Park Stadium (Whitehorse Lane), And Sainsbury’s Car Park (120-122 Whitehorse Lane), No’s 22, 24, 26, 28, 30 & 32 Wooderson Close, Crystal Palace

DESCRIPTION OF HIGHWAY TO BE STOPPED UP

The highway to be stopped up is in the London Borough of Croydon and is shown line hatched in black on drawing reference number 17812-KSS-MS-ZZ-DR-A-90-030 P03 and comprises areas of all-purpose highway located the eastern cul-de-sac of Wooderson Close, and a triangular section of all-purpose highway located at the northwest cul-de-sac of Wooderson Close.

ROAD TRAFFIC REGULATION ACT, 1984. SECTION 14

AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

ALTYRE ROAD, CROYDON

NOTICE OF TEMPORARY RESTRICTION OF TRAFFIC & PARKING

  1. Croydon Council HEREBY GIVES NOTICE that to facilitate a crane operation to move telecoms equipment to and from a rooftop, they have made an Order the effect of which would be to temporarily restrict traffic and parking in Altyre Road.

    1. Whilst the said works are taking place:

      a) Altyre Road will be closed to vehicular traffic between the public entrance and the northern boundary of Croydon Law Courts.

      b) Parking bays within the above closure area will be suspended and waiting and loading restrictions will apply at any time.

      c) The western footway of Altyre Road (outside the courts) will be closed between the public entrance and the northern boundary of Croydon Law Courts.

    2. During the closure the alternative route for vehicular traffic will be via Hazledean Road, Addiscombe Grove, Barclay Road, Park Lane Roundabout and vice versa. Pedestrians affected by the footway closure will be directed to the opposite footway.

    3. The Order will come into operation on 04 October 2025, and it is anticipated that works will be carried out over three weekends (04 and 05, 11 and 12, and 18 and 19 October 2025) with back-up dates of 25 and 26 October 2025, if the works are delayed. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

    4. The restrictions shall not apply in respect of:

      (a) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

      (b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

      (c) any vehicle involved in carrying out the specified works.

    THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS

    CATERHAM DRIVE, COULSDON

    TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

    1. Croydon Council, HEREBY GIVE NOTICE that to facilitate flood alleviation works they have made an Order the effect of which will be to temporarily prohibit vehicular traffic movements in Caterham Drive, Coulsdon.

    2. Whilst the said works are taking place Caterham Drive will be closed outside No. 59 Caterham Drive.

    3. During the closure, the alternative route for traffic will be via Waddington Avenue, Homefield Road, Taunton Lane, The Glade, and reversed.

    4. The Order will come into operation on 06 October 2025, and it is anticipated that the work will be completed on 31 October 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

    5. The restriction shall not apply in respect of:

      (a) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

      (b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

      (c) any vehicle involved in carrying out the specified works.

    THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

    AND ALL OTHER ENABLING POWERS

    LIMPSFIELD ROAD & VILLAGE WAY, SOUTH CROYDON

    TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC & PARKING

    1. Croydon Council, HEREBY GIVE NOTICE that to facilitate gas main replacement works, they have made an Order the effect of which will be to temporarily prohibit vehicular traffic movements and parking in Limpsfield Road and Village Way.

    2. Whilst the said works are taking place:

      (a) Village Way will be closed at its junction with Limpsfield Road.

      (b) Parking will be suspended and temporary waiting and loading restrictions operating at any time will be introduced in Limpsfield Road on both sides of the road, between its junctions with Village Way and Mitchley Hill.

    3. During the closure, the alternative routes for traffic will be via Limpsfield Road, or via Limpsfield Road, Mitchley Hill and vice versa.

    4. The Order will come into operation on 06 October 2025, and it is anticipated that the work will be completed on 12 December 2025. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

    5. These restrictions shall not apply in respect of:

      (a) any vehicle involved in conducting the said work.

      (b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

      (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    OAK AVENUE, CROYDON

    TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

    1. Croydon Council HEREBY GIVES NOTICE that to facilitate telecoms ducting blockage clearance works, they have made an Order, the effect of which would be to temporarily restrict vehicular traffic on Oak Avenue, Croydon.

    2. Whilst the said works are taking place Oak Avenue will be closed at its junction with Wickham Road, adjacent to the flank wall of No. 826 Wickham Road.

    3. During the closure, the alternative route for traffic will be via Ash Road, Bridle Road, A232 Wickham Road, and vice versa. Residents’ access will be maintained.

    4. The Order will come into operation on 06 October 2025, and it is anticipated that the work will be completed within three days. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

    5. The restriction shall not apply in respect of:

      (a) A vehicle involved in the said work.

      (b) A vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

      (c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    6. The restriction will only apply during such times and to such an extent as shall from time to time be indicated by traffic signs.
