B. DEVELOPMENTS WHICH, IN THE OPINION OF THE CITY AND COUNTY OF SWANSEA, MAY HAVE A SUBSTANTIAL IMPACT ON THE AMENITY OF THE AREA IN WHICH THEY ARE SITUATED:
