Cynllun Lliniaru Llifogydd Cware Ffinant: Gwaith i wella ac atgyweirio'r System Cwlfert

Mae Cyngor Sir Caerfyrddin (“Y Cyngor”) YN HYSBYSU ei fod yn bwriadu gwneud gwaith peirianyddol yng Nghastellnewydd Emlyn ar oddeutu 56 metr o’r cwlfert sy’n rhedeg trwy un eiddo preifat o siambr twll gorchod Cware Ffinant (SN30878 40460) gan osod cwlfert newydd sy’n rhedeg i gyfeiriad y gogledd, tu cefn i Hoel Dewi a dod allan drwy bibell (SN30938 40501) ger Afon Teifi, gan fod y cwlfert presennol wedi torri.

Bydd y gwaith arfaethedig yn cynnwys y canlynol:

  • Cloddio a gosod oddeutu 56m o gwlfert newydd 1.2m o ddiamedr trwy un eiddo preifat, wedi'i leoli tu cefn i Heol Dewi.

  • 3 siambr twll gorched newydd, sy’n cysylltu â’r cwlfert newydd i ganiatáu gwell cynnal a chadw a mynediad.

  • Cwlfert sy’n cysylltu ag allfrysha newydd, gan gymryd lle’r allfrysha bresennol sydd wedi torri.

  • Allfrysha i’w hatgyweirio gan gefnfur concrit wedi’i rag-gastio a haen amddiffynnol i atal difrod gan erydiad yn y dyfodol i’r seilwaith newydd.

  • Llwybr y cwlfert presennol i’w flocio rhag y siambr twll gorchod presennol pan fydd y cwlfert newydd wedi’i osod.

  • Mannau a gloddwyd i’w hadfer i’w cyflwr cyn y gwaith.

Mae’r gwaith gwella yn rhan o Raglen Rheoli Perygl Llifogydd ac Erydu Arfordirol y Cyngor. Mae’r cynllun yn cael ei ariannu gan Lywodraeth Cymru a’r Cyngor, ac yn cael ei reoli gan Dîm Amddiffyn rhag Llifogydd a Diogel’r Arfordir y Cyngor. Bydd y gwaith yn cynnwys y cwlfert presennol gan fod y rhan o’r bibell sy’n rhedeg i gyfeiriad y de wedi torri, gan gynyddu’r risg o lifogydd i’r eiddo cyfagos.

O dan Eitem 2 Atodlen 2 y rheoliadau, ar ôl ystyried lleoliad a nodweddion y cynllun, a’r math o effeithiau posibl a’u nodweddion, mae’r Cyngor o’r farn nad yw’r gwaith gwella draenio debygol o gael effeithiau sylweddol ar yr amgylchedd. Mae’r adroddiadau ac arolygon a baratowyd ar gyfer y gwaith wedi canfod nad oes unrhyw effeithiau amgylcheddol sylweddol tebygol ar yr ardal gyfagos, gan gynnwys ardal warchodedig SAC Afon Teifi, cyn belled â bod mesurau lliniaru priodol yn eu lle fel y nodir yn y Cynllun Rheoli Amgylcheddol. Felly, nid yw’r Cyngor yn bwriadu paratoi Datganiad Amgylcheddol mewn perthynas â’r gwaith.

Mae’r Cyngor wedi ymgynghori ag Arfarniad Ecolegol Rhagarweiniol, Arolwg Cyfyngiadau Amgylcheddol ar Droed, Adroddiad Sgrinio Cam 1 Asesiad Rheoliadau Cynefinoedd, Adroddiad Cam 2 Asesiad Rheoliadau Cynefinoedd: Datganiad i Hysbysu Adroddiad Asesiad Priodol. Gellir gofyn am y lluniadau dylunio prosiect a’r adroddiadau amgylcheddol gan:

PUBLIC NOTICE

INTENTION TO PROCEED WITH DRAINAGE WORKS WITHOUT PREPARATION OF AN ENVIRONMENTAL STATEMENT

REGULATION 5 OF THE ENVIRONMENTAL IMPACT ASSESSMENT (LAND DRAINAGE IMPROVEMENT WORKS) REGULATIONS 1999 (as amended)

Quarry Finant Flood Alleviation Scheme: Works to improve and repair the Culvert System

Carmarthenshire County Council (“The Council”) GIVES NOTICE that it proposes to carry out engineering works in Newcastle Emlyn to approximately 56 metres of the culvert that runs through one private property from Quarry Ffinant manhole chamber (SN30878 40460) with the installation of a new replacement culvert route running north, behind Hoel Dewi and disbursing via a piped outfall (SN30938 40501) adjacent to the River Teifi, as the existing culvert pipe has failed.

The proposed works will involve the following:

  • Excavation and laying of approximately 56m of new 1.2m diameter piped culvert through a single, privately owned property, located behind Hoel Dewi.

  • Including as part of the installation x3 new manhole chambers, connecting to the new culvert works to allow improved maintenance and access.

  • Culvert connecting to new outfall, replacing the failed existing outfall.

  • Outfall to be supported using a precast concrete headwall and the installation of scour protection to prevent future erosion damage to new infrastructure.

  • Existing culvert route to be blocked off from existing manhole chamber, once installation of the new culvert has been installed.

  • Excavated areas to be reinstated to match pre-construction condition.

The proposed works form part of the Council’s Flood and Coastal Erosion Risk Management Programme. The scheme is funded by the Welsh Government and the Council, administered by the Council’s Flood Defence and Coastal Erosion Team. The scheme covers the existing culvert where a section of pipe running south has failed, increasing the risk of flooding to the surrounding properties.

With reference to Schedule 2 of the regulations, having considered the location and characteristics of the scheme, and the type and characteristics of the potential impacts, the Council believes that the drainage improvement works are not likely to have significant effects on the environment. Reports and surveys prepared as part of the scheme have determined that there are no likely significant environmental effects on the surrounding area including the River Teifi SAC, as long as appropriate mitigation measures are in place as specified in the Environmental Management Plan. Therefore the Council does not intend to prepare an Environmental Statement in respect of the works.

The Council has undertaken a PEA (Preliminary Ecological Appraisal), an Environmental Constraints Walkover, an HRA Stage 1 Screening Report, an HRA Stage 2 Report: Statement to Inform Appropriate Assessment Report. The project design drawings and environmental reports can be requested from:

Any person wishing to make representations to the Council in relation to the likely environmental effects of the proposed improvement works should do so, in writing, to the address specified below, within 30 days of the date of publication of this notice. The works are scheduled to be undertaken during October/November 2025.
