Notice is hereby given that ESB Asset Development UK Limited, (“the Company”) with company registration number 06925667, having its registered office at Tricor Suite, 4th Floor, 50 Mark Lane, London, EC3R 7QR, has applied to the Scottish Ministers for consent under Section 36 of the Electricity Act 1989 to construct and operate Millmoor Rig Wind Farm at Wauchope Forest, south of Bonchester Bridge in the Scottish Borders (central grid reference 362640 606752). The installed capacity of the proposed generating station would be approximately 98 MW comprising up to 13 turbines, five with a maximum tip height of 180 metres (m), two with a maximum tip height of 200 m, four with a maximum tip height of 210 m and two with a maximum tip height of 230 m, as well as a battery energy storage facility of approximately 20MW. The proposed development is subject to Environmental Impact Assessment (EIA) and an EIA Report has been produced.
The Company has also requested a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted.
The Company has now submitted additional information to Scottish Ministers, which includes a Further Environmental Information (FEI) Report provide additional baseline data and assessment of likely significant environmental effects following design changes to the Proposed Development. A standalone Planning Statement has also been prepared.

All previous representations received by Scottish Ministers in relation to the application remain valid.

All representations should be received not later than 27th October 2025, although Ministers may consider representations received after this date.
Any subsequent additional information which is submitted by the Company will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.
Where Scottish Ministers are required to, or decide to exercise their discretion to do so, they can cause a public inquiry to be held.
Following examination of the environmental information and all views and representations received, Scottish Ministers will determine this application for consent in one of two ways:
