Notice is hereby given that the Secretary of State for Housing, Communities and Local Government (the “Secretary of State”) has accepted an application (the “Application”) by Fosse Green Energy Limited (Company No 13438725.) of 22 Grosvenor Gardens, London, United Kingdom, SW1W 0DH (the “Applicant”) for a Development Consent Order (“DCO”) under the Planning Act 2008. 

The Application was submitted by the Applicant to the Secretary of State c/o the Planning Inspectorate (the “Inspectorate”) on 18 July 2025 and was accepted for examination on 15 August 2025. The reference number applied to the Application by the Inspectorate is EN010154.

Summary of the Application
The Application is for development consent to construct, operate, maintain and decommission a solar photovoltaic (PV) electricity generating facility with a capacity of over 50 megawatts (MW) and export connection to the National Grid (the “Proposed Development”).
The Applicant, Fosse Green Energy Limited, is a partnership between Windel Energy Limited and Recurrent Energy.
The site of the Proposed Development (the “Site”) is located approximately 9km south and south west of Lincoln in proximity to the villages of Thorpe on the Hill, Witham St Hughs, Haddington, Thurlby, Navenby, and Bassingham. The Site lies within the administrative boundaries of North Kesteven District Council and Lincolnshire County Council.
The Site covers a total area of 1,368 hectares (ha) and comprises the Principal Site and the Cable Corridor.
The Principal Site is the area of the Site covered by the ground-mounted solar photovoltaic (PV) generating station including PV modules fitted to mounting structures, Solar Stations, Battery Energy Storage System (BESS), Onsite Substation, planting and mitigation areas, interconnecting cables between solar PV areas, and associated infrastructure. The Cable Corridor is the area of the Site in which the 400 kilovolt (kV) and associated cables (the Grid Connection Cables) will be installed to facilitate connection between the Onsite Substation and the proposed National Grid substation near Navenby. Development consent is required to the extent that development is or forms part of a Nationally Significant Infrastructure Project (NSIP) pursuant to sections 14(1)(a) and 15(1) and 15(2) of the Planning Act 2008, as an onshore generating station in England with a capacity greater than 50 MW. It is for this reason that the Proposed Development falls within the remit of the Secretary of State’s decision-making powers.
The DCO, if granted, would authorise the compulsory acquisition of land, interests in land and rights over land, and the powers to use land permanently and temporarily, for the construction, operation and maintenance and decommissioning of the Proposed Development. The DCO would also make provisions in connection with several ancillary matters, including the construction of permanent alterations to the layout of streets, the construction of accesses to the Proposed Development, the alteration, diversion, stopping up or management of public rights of way, street works, removal of hedgerows and the modification and disapplication of relevant legislation.

Environmental Impact Assessment Development
Due to its nature and size, the Proposed Development is classified as an Environmental Impact 
Assessment (EIA) development for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. This means that the Proposed Development constitutes development for which an EIA is required. The Application is therefore accompanied by an Environmental Statement.

The Application Documents will be available on the website from 15 August 2025 until at least the end of the Relevant Representation period on 27 October 2025.

Making Relevant Representations on the Application
Any person may register as an Interested Party, which gives the right to make representations about the Application to the Inspectorate. To register as an Interested Party, a Relevant Representation on the Application must be submitted directly to the Inspectorate, during the representation period. 
Any representations (giving notice of any interest in, or objection to, the Application) must be made on the Planning Inspectorate’s Registration and Relevant Representation Form.
