TOWN & COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND) REGULATIONS 2012 (AS AMENDED)# REGULATION 18 PREPARATION OF A LOCAL PLAN THE LIVERPOOL LOCAL PLAN 2025- 2041 CONSULTATION DRAFT

Liverpool City Council has published for public consultation its ‘Local Plan 2025-2041 Consultation Draft’ document. 
This is the second consultation stage of preparing the next Local Plan, following the first Scoping Consultation in 2024. 
The outcome of this consultation will inform a future version of the Local Plan which will:
• Set out the broad spatial strategy for the location of houses, jobs, shops, schools and other social facilities;
• Define policies to manage this development - including type, scale and design etc.;
• Allocate sites for specific types of development; and
• Designate sites and areas to be safeguarded from development.

When it is adopted, it will replace the Liverpool Local Plan 2013-2033.
The City Council is inviting all interested parties to submit representations on the content of the Draft Local Plan.
Consultation Period
The Regulation 18 Consultation will run from 19th September 2025 to 9th November 2025.
Inspection of Documents

A copy of the Draft Local Plan is available for inspection:
• On the Liverpool City Council website at https://www.liverpool.gov.uk/planning-and-building-control/plan-makingin-liverpool/liverpool-local-plan-2041/
• Copies of the ‘Regulation 18 Liverpool Local Plan 2025- 2041’ can also be found during normal working hours at:
o Cunard Building, Water Street, Liverpool L3 1AH
o Central Library, William Brown Street, Liverpool L3 8EW
o All Community Libraries across the City

Representations
All Representations must be in writing and be returned to the City Council by midnight 9th November 2025. 
Representations can be made by one of the following methods:

All representations will be taken into account in preparing the Liverpool Local Plan.
