NOTICE OF MAKING OF A DIRECTION UNDER ARTICLE 4(1)
NOTICE PURSUANT TO THE TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 UNDER ARTICLE 4 (1)
TO WHICH PARAGRAPH 2 (1) (a) OF SCHEDULE 3 APPLIES (DIRECTION WITH IMMEDIATE EFFECT)
Notice is given that Rossendale Borough Council has made an Article 4 Direction under Article 4 (1) of the Town and Country Planning (General Permitted Development) Order 2015. These Directions apply to the entire Borough of Rossendale.
The Order takes effect as from the 19 September 2025.
The Direction relates to development comprising change of use of a building from a use falling within Class C3 (dwellinghouses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (Houses in Multiple Occupation) of that Order and withdraws permitted development rights for this type of development. An application will therefore need to be made to the Council for the grant of planning permission under Part III of the Town and Country Planning Act 1990 (as amended) before such development can be undertaken.
The Direction comes into effect immediately, but the Council will consider any representations submitted on or before 31 October 2025 in deciding whether to confirm the Direction.
A copy of the Direction and a plan to which it relates can be inspected at the Customer Service Hub, Rossendale Borough Council, Futures Park, Bacup, OL13 0BB during normal opening hours or at www.rossendale.gov.uk/article4.
Any representation must be submitted in writing to Article 4 Direction, Rossendale BC, Forward Planning, Futures Park, Bacup OL13 0BB, the webpage www.rossendale.gov.uk/article4 or via email to forwardplanning@rossendalebc.gov.uk.
A further notice will be published stating whether or not the Direction has been confirmed by the Council.
