PUBLICITY AND CONSULTATION BEFORE APPLYING FOR PLANNING PERMISSION – NOTICE UNDER ARTICLES 8 AND 9(2)

Purpose of this notice:

This notice provides the opportunity to comment directly to the developer on a proposed Development of National Significance (DNS) prior to the submission of a planning application to Welsh Ministers. Planning applications for DNS will be publicised by Welsh Ministers and the relevant local planning authority; any comments provided in response to this notice will not prejudice your ability to make representations to the Welsh Ministers on any related DNS planning application. You should note that any comments submitted may be placed on the public file.

Proposed development at land to the north of the B5426, Wrexham.

RWE Renewables UK are currently preparing a Development of National Significance planning application for submission to the Welsh Ministers for the erection of a ground mounted photovoltaic solar array with an export capacity of up to 99.9MW, battery energy storage system, underground cabling, associated infrastructure including a substation and an electricity connection to a National Grid Substation, landscape and ecological enhancements for a temporary period of 40 years.

The proposals are currently subject to a six week period of Pre-Application Consultation, starting with the date of the advertisement and running until 27 October 2025. During this consultation RWE Renewables UK are inviting the views and comments of the local community so that these can be considered as part of the formal planning application process.

Mae’r hysbysiad hwn yn rhoi cyfle i wneud sylwadau’n uniongyrchol i’r datblygwr ar Ddatblygiad Arfaethedig o Arwyddocâd Cenedlaethol (DNS) cyn cyflwyno cais cynllunio i Weinidogion Cymru. Bydd ceisiadau cynllunio ar gyfer DNS yn cael eu cyhoeddi gan Weinidogion Cymru a’r awdurdod cynllunio lleol perthnasol; ni fydd unrhyw sylwadau a ddarperir mewn ymateb i’r hysbysiad hwn yn amharu ar eich gallu i wneud sylwadau i Weinidogion Cymru ar unrhyw gais cynllunio DNS cysylltiedig. Dylech nodi y gellir gosod unrhyw sylwadau a gyflwynir gennych yn y ffeil gyhoeddus.

Ar hyn o bryd mae RWE Renewables UK yn paratoi cais cynllunio Datblygiad o Arwyddocâd Cenedlaethol i’w gyflwyno i Weinidogion Cymru ar gyfer y codi array solar ffotofoltäig ar y ddaear gyda chapasiti allforio o hyd at 99.9MW, system storio ynni batri, ceblau tanddaearol, seilwaith cysylltiedig gan gynnwys is-orsaf a chysylltiad trydan ag Is-orsaf Grid Cenedlaethol, gwelliannau tirwedd ac ecolegol am gyfnod dros dro o 40 mlynedd.

Ar hyn o bryd mae’r cynigion yn destun cyfnod o chwe wythnos o Ymgynghoriad Cyn Ymgeisio, yn dechrau ar ddyddiad yr hysbyseb ac yn rhedeg tan 27 Hydref 2025. Yn ystod yr ymgynghoriad hwn mae RWE Renewables UK yn gwahodd barn a sylwadau’r gymuned leol fel y gellir ystyried y rhain fel rhan o’r broses ymgeisio cynllunio ffurfiol.
