What is planned?

TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) ORDER 2015 AS AMENDED (“GPDO”)

NOTICE OF DIRECTION PURSUANT TO ARTICLE 4(1) and PARAGRAPH 1 OF SCHEDULE 3 OF THE GPDO

Tewkesbury Borough Council (“the Council”) confirmed a direction on 29th July 2025 pursuant to Article 4(1) and Paragraph 1 of Schedule 3 of the GPDO. The Article 4 direction (“the Direction”) restricts the type(s) of permitted development that may be undertaken without applying for and being granted planning permission. From the date when the Direction comes into force, the following permitted development rights will be removed:

  1. Replacing windows and external doors to an elevation of a building being development comprised within Class A of Part 1 of Schedule 2 to the GPDO and not being development comprised within any other Class;

  2. Installing roof lights on a roof slope being development comprised within Class C of Part I of Schedule 2 to the GPDO and not being development comprised within any other Class;

  3. Changing of a roofing material of a dwellinghouse being development comprised within Class C of Part I of Schedule 2 to the GPDO and not being development comprised within any other Class;

  4. The construction of a porch on a dwellinghouse outside any external door being development comprised within Class D of Part I of Schedule 2 to the GPDO and not being development comprised within any other Class;

  5. The provision of a hard surface or the replacement in whole or part of such a surface to the front garden of a dwellinghouse being development comprised within Class F of Part I of Schedule 2 to the GPDO and not being development comprised within any other Class;

  6. The installation, alteration or replacement of a microwave antenna on a dwellinghouse or within the curtilage of a dwellinghouse being development comprised within Class H of Part I of Schedule 2 to the GPDO and not being development comprised within any other Class;

  7. The erection, construction, improvement or alteration of a gate, fence, wall or other means of enclosure associated with a dwellinghouse being development comprised within Class A of Part 2 of Schedule 2 to the GPDO and not being development comprised within any other Class;

  8. The painting of the exterior of any building or work in a different colour being development comprised within Class C of Part 2 of Schedule 2 to the GPDO and not being development comprised within any other Class;

  9. Any building operation consisting of the demolition of the whole or any part of any gate, fence, wall or other means of enclosure being development comprised within Class C of Part 11 of Schedule 2 to the GPDO and not being development comprised within any other Class;

  10. The installation or alteration etc of solar equipment on a dwellinghouse or a building situated within the curtilage of a dwellinghouse being development comprised within Class A of Part 14 of Schedule 2 to the GPDO and not being development comprised within any other Class; and

  11. The installation or alteration etc of solar equipment on a building other than a dwellinghouse being development comprised within Class J of Part 14 of Schedule 2 to the GPDO and not being development comprised within any other Class.

Planning permission will therefore be required for the above type(s) of development once the Direction is in force.

The Direction applies to Snowshill Village, land within Tewkesbury Borough Council. A copy of the Direction, including a map defining the area covered, can be viewed and downloaded from the Council’s website at:

Alternatively the documents can be viewed at the Council’s offices at Public Services Centre, Gloucester Road, Tewkesbury, Gloucestershire, GL20 5TT, between the hours of 8.30 am and 5 pm Monday to Thursday and 8:30 am to 4:30 pm on Friday.

The Direction will come into force on 1st October 2025.
