PUBLIC NOTICE

NOTICE OF CONFIRMATION OF NON-IMMEDIATE ARTICLE 4 DIRECTION MADE UNDER ARTICLE 4(1) OF

THE TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015

On 15th July 2025, Wigan Borough Council (“the Council”) made the Non-Immediate Article 4(1) Direction (“the Article 4(1) Direction”) under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (“the Order”).

Representations concerning the Article 4(1) Direction were received by the Council on and between Tuesday 22nd July 2025 and Tuesday 12th August 2025. The Council has now considered these representations and confirmed the Article 4(1) Direction on Thursday 21st August 2025. The Article 4(1) Direction will come into force on Sunday 31st August 2025.

The Article 4(1) Direction relates to development consisting of a change of use of a building from a use falling within Class C3 (dwellinghouses) of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that Schedule, being development comprised within Class L of Part 3 of Schedule 2 to the Order within the Borough of Wigan and removes permitted development rights for this type of development from 31st August 2025.
