Notice is hereby given that Cherwell District Council submitted the Cherwell Local Plan Review 2042, in accordance with Section 20 of the Planning and Compulsory Purchase Act 2004 and Regulation 22(3) of the Town and Country Planning (Local Planning) (England) Regulations 2012, to the Secretary of State for Ministry of Housing, Communities and Local Government on 31 July 2025 for examination. This submission date meets the timeline set out in the adopted Local Development Scheme.

Subject matter and area covered by the Local Plan

Cherwell District Council has prepared the Local Plan Review 2042 for submission to the Secretary of State. The Local Plan covers the whole administrative area of Cherwell District and covers the time period from 1st April 2020 to 31 March 2042. Once adopted, the Local Plan Review 2042 will replace the Cherwell Local Plan Local Plan 2011 - 2031 (Part 1) and Cherwell Local Plan 2011 - 2031 (Part 1) Partial Review – Oxford’s Unmet Need and the saved policies from the 1996 Cherwell Local Plan.

Inspection

The councils’ submission includes the Cherwell Local Plan Review 2042 (Publication Version) and supporting documents. The Council has also included a list of their proposed changes to the Local Plan, which it hopes will be of assistance to the Inspector, and new and updated evidence-based documents. The Local Plan and all supporting documents submitted can be viewed on the Council’s examination library webpage: https://www.cherwell.gov.uk/info/281/local-plan-review-examination

Examination

The Cherwell Local Plan 2042 will now be subject to an independent examination to be conducted by the Planning Inspectorate. This is a continuous process which runs from the date of submission to the publishing of the Inspector’s Report. Part of this process will include hearing sessions which provide an opportunity for those invited to attend to respond to matters raised by the appointed Planning Inspector. More details of this process can be found on the Examination Page of our website. All details relating to the examination will be dealt with by the Programme Officer, Louise St John Howe who has been appointed as an Independent Officer of the Examination to work on behalf of the Inspector to organise and manage the administrative and procedural matters of the Examination process.

The Inspector will determine whether the submission of further written material to the examination is necessary. Once confirmed, all details relating to the examination process will be advertised, made available on-line and sent to all respondents via an independent Programme Officer.

Those who made representations at the Pre-Submission stage will, if the Inspector deems it appropriate, be offered the opportunity to submit further material or take part in specific Hearing Sessions at his/her request and will be notified regarding the examination process by the Programme Officer.
