What is planned?

PLANNING AND COMPULSORY PURCHASE ACT 2004 Regulations 12 and 13 The Town and Country Planning (Local Planning) (England) Regulations 2012 

PUBLIC NOTICE INVITING REPRESENTATIONS HISTORIC ENVIRONMENT DRAFT SUPPLEMENTARY PLANNING DOCUMENT (SPD) 

This notice is issued by Liverpool City Council to invite representations on the Draft Historic Environment SPD.

The documents that are the subject of this consultation are as follows: 
• Historic Environment SPD - Draft for Public Consultation; 
• The Strategic Environmental Assessment (SEA) Screening Report; 
• Draft Consultation Statement; and
• Equalities Impact Assessment

Subject Matter of the Draft Supplementary Planning Document 

The Draft Historic Environment SPD seeks to provide information and advice which supplements the adopted Local Plan policies and which will be applied in the planning decision making process.

The guidance aims to ensure effective stewardship of Liverpool's historic environment by:- 

• Identifying the varied heritage asset types which constitute the historic environment and their importance to Liverpool's iconic image; 
• Requiring development proposals which affect the historic environment to understand their historic context; 
• Ensuring all development proposals which affect designated heritage assets or their settings preserve or enhance their character, significance or appearance; 
• Minimising and mitigating any harm to the historic environment which may arise from development proposals; 
• Ensuring all development proposals which affect heritage assets address building standards in a sympathetic manner which minimises harm; and 
• Ensuring all development proposals can achieve the complementary goals of protecting our heritage and adapting to climate change.

If adopted, the document will be taken into account when the council determines relevant planning applications.

Period of Public Consultation 
The Draft Supplementary Planning Document along with the SEA Screening Report, Consultation Statement and Equalities Impact Assessment will be available for consultation from Wednesday 23rd July 2025 for 6 weeks. Representations should be received no later than 5pm on Wednesday 3rd September 2025 and will be considered by the council when it determines whether or not to adopt the document.

Representations cannot be made anonymously. Please provide your name, company name (if applicable) and your client's name/ company (if applicable). Please note that representations will be made publicly available, but without address details. When submitting your representation, you may also request to be notified, at a specific address, of the adoption of the Historic Environment SPD.

Inspecting the documents 
All the consultation documents can be downloaded from the Council's website: www.liverpool.gov.uk/consultation. Alternatively, they are available to view at Central Library, William Brown Street, and Cunard Building, Brunswick Street within normal opening hours.
