NOTICE OF NEW CONSERVATION AREA DESIGNATION: STOCKTON & DARLINGTON RAILWAY: MIDDLETON ST GEORGE (FIGHTING COCKS) CONSERVATION AREA

Notice is hereby given that Darlington Borough Council (“the Council”), following the resolution of its Cabinet and Council on 8 April 2025 and 17 July 2025 respectively, has made amendments to the Northgate Conservation Area boundary and formally changed the name to the Stockton & Darlington Railway: Northgate Conservation Area.
The areas that have been excluded from the Stockton & Darlington Railway: Northgate Conservation Area designation are:
Pullman House (along Hopetown Lane); Widowfield Street; Paddley Dene Park (along Widowfield/Drury Streets); Deanery Court off Mowden Street; and Thornton Street.
The additional areas that have been included in the Stockton & Darlington Railway: Northgate Conservation Area designation are:
West side of back lane to rear of North Lodge Terrace; properties incl. back lanes to both sides of Corporation Road (inclusive) to the east of Easson Road/Bartlett Street (exclusive); Hopetown Lane; properties between Otley Terrace (inclusive) and Anns Terrace (inclusive); railway corridor between Northgate Station and Elmtree Street (inclusive); land to west of railway corridor formerly known as the Stooperdale Loop; property and land to north of Elmtree Street to east of railway corridor; North Park on Whessoe Road (inclusive); British Steel site formerly known as the Rise Carr Rolling Mills on Whessoe Road (inclusive); properties to east of Whessoe Road (inclusive) to west of William Street (exclusive); land and properties between Otley Terrace Underpass (inclusive) and building formerly known as Signal House (inclusive) to west of Whessoe Road (inclusive); land and properties to both sides of Bonomi Way (inclusive); terracing nos. 1–27 and Railway Institute on Whessoe Road (inclusive) incl. back lanes with adjoining structures; terracing nos. 36–72 incl. side lane to rear on east side of North Road (inclusive); land between Skerne Bridge and Albert Road Bridge (inclusive); railway corridor on east of Skerne Bridge up to railway junction (inclusive); land to west of Lloyds Court (exclusive) up to railway corridor; land and properties along north side of Cleveland Street (inclusive) between road bend (exclusive) and Cleveland Street Bridge (inclusive); land and properties along south side of Cleveland Street between York Street (inclusive) and Cleveland Street Railway Bridge; listed engine shed (now apartments) along The Sidings (inclusive); railway corridor between Haughton Road Bridge (inclusive) and listed S&DR crossing sign (inclusive) to north; properties and land to north of Haughton Road (inclusive) between railway corridor and no. 165 (inclusive); former vicarage to south of Haughton Road; land adjoining railway corridor to south-east of Haughton Road to rear of Cleveland Street, including disused carriage shed and loop (inclusive) to east of foot/cycle-path along the river Skerne (inclusive); northern corner of Ingenium visitor attraction and foot cycle-path to north; the rear of 2 Beadnell Street, and the rear of former Odeon cinema (inclusive).

Notice is also hereby given that the Council, following the resolution of its Cabinet and Council on 6 May 2025 and 17 July 2025 respectively, has designated a new conservation area, the Stockton & Darlington Railway: Middleton St George (Fighting Cocks) Conservation Area, pursuant to Sections 69 and 70 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended).
The areas included in the newly designated Stockton & Darlington Railway: Middleton St George (Fighting Cocks) Conservation Area are:
The former railway corridor – now a public right of way – and adjoining open greenspace to east of A66/B6279 roundabout (exclusive) up to the former Oaktree Junction (inclusive) to (south)east of A67/Yarm Road roundabout (exclusive); land and properties between former railway corridor, the A67 (exclusive) and Sadberge Road (inclusive); the junction of Station/Sadberge/Darlington Roads incl. a strip of land to southwest, the plot of the former Fighting Cocks Inn (now Sainsburys) and the former station buildings; buildings to east of Station Road (inclusive) between Haxby Road (exclusive) and no. 1 Mount Pleasant Close (exclusive); land and (mainly ancillary) properties to east of long back lane (inclusive) behind Station Terrace and Water View; the land and properties of the Water Park, nature trail and Community Centre; the playing field and a short section of Woodlands Green to east of Station Road (inclusive); to north of The Square (inclusive), land and properties to both sides of Station Road to south of Woodlands Green; Pemberton Terrace, New Row and Killinghall Row incl. back and side lanes to north of Yarm Road (inclusive); land and ancillary properties to north of back lane behind Pemberton Terrace and New Row; land and properties between Yarm Road, Middleton Lane (inclusive) and to north of live railway corridor (exclusive); property nos. 1 to 5 (incl. roadside Temple Court buildings) lining west side of Middleton Lane; the Whinnies nature reserve to west of Yarm Road (inclusive); and the live railway corridor and adjoining greenspace to northwest between the Yarm Road Railway Bridge (inclusive) and Oaktree Junction.

The above amendments and new designation were subject to draft appraisals, which have been finalised following the feedback received during the public consultation periods. The adopted conservation area appraisals and boundary maps are published on the Council’s website, which also contains information about the implications of conservation area designation:
