The Town and Country Planning (Hazardous Substances) (Scotland) Regulations 2015 

Notice of application under Regulation 6 

An application for hazardous substances consent together with plans and other documents has been submitted: by: Keighley Ziolkowski of Arthian Ltd acting as agent on behalf of the applicant, ScottishPower Energy Retail Limited 

for: Electrolysis of water to produce hydrogen for sale using 2x 5MW PEM electrolyser trains which will split demineralized water into hydrogen and oxygen. The water will be sourced from mains supply and will be stored in a common tank. The hydrogen will then be exported from site in dedicated road-going tube trailers. 

at: Whitelee Green Hydrogen Project, Lochgoin, Fenwick, Kilmarnock, KA3 6EX.

The application can be viewed online via the Council website (https://eplanning.eastayrshire.gov.uk/online/) by searching using the application reference 25/0335/HS. Or by appointment only at East Ayrshire Council, The Opera House, 8 John Finnie Street, Kilmarnock, KA1 1DD between the hours of 9am to 5pm on Mondays to Thursdays and 9am to 4pm on Fridays.

Written representations (including comments or questions) may be submitted to the Chief Planning Officer via submittoplanning@east-ayrshire.gov.uk or online at the above link by Friday 15th August, 2025.

The application may be granted (either unconditionally or subject to conditions) or refused.
