NOTICE OF THE CONFIRMING OF AN ARTICLE 4(1) DIRECTION
FOR HOUSES IN MULTIPLE OCCUPATION (HMO)
Notice is given by Walsall Council that it has CONFIRMED
a borough wide, non-immediate Direction (“Direction”) under
Article 4(1) of the Town and Country Planning (General
Permitted Development (England) Order 2015 (as amended)
for HMOs.
The Direction was approved at the 18 June 2025 Cabinet
after considering representations received during the consultation period.
The Direction will come into force on 1 October 2025.
The Direction requires the need for planning permission to
be obtained for a change of use from a dwellinghouse to
a smaller HMO (6 or fewer residents).
This will replace the current permitted development rights given to smaller HMOs.
