Section 19 Application – Land at Seacourt Nature Park, Oatlands Recreation Ground, Kendall Copse, Kennington Park, Grandpont Recreation Ground, and Dean’s Ham Meadow, Hinksey Park and Botley Park, Oxford

  1. The Oxford Flood Alleviation Scheme Compulsory Purchase Order 2023 (“the CPO”), which has been made by the Environment Agency, has been submitted to the Secretary of State for confirmation. It includes the land and the new rights described in this notice.

  2. This land forms part of an open space.

  3. The Secretary of State for Environment, Food and Rural Affairs is considering whether to give a certificate under Section 19 of the Acquisition of Land Act 1981. If the Secretary of State decides to give the certificate and the compulsory purchase order is confirmed, the Environment Agency will be given the authority to purchase the land described in the First and Second Schedules to this notice.

  4. In relation to the land described in the First Schedule:

    a. it is not, and will be, less advantageous to those persons in whom it is vested and other persons, if any, entitled to rights of common or other rights, and to the public, for the land to be purchased and used as proposed than for it to remain as it is; or

    b. the land is being given in exchange for the land described in the Third Schedule and will be equally advantageous to the persons and the public.

  5. In relation to the land described in the Second Schedule, being open spaces with rights over them:

    a. it is not, and will be, less advantageous to those persons in whom it is vested and other persons, if any, entitled to rights of common or other rights, and to the public, for the land to be purchased and used as proposed than for it to remain as it is.

  6. A map showing the land is available for inspection at the places listed below and can be viewed with the certificate related to this notice.

  7. The map may be inspected at:

    a. Oxford Westgate Library, The Westgate, Queen Street, Oxford OX1 1PE; and

    b. Environment Agency, Kings Meadow House, Kings Meadow Road, Reading RG1 8DG;

    c. Vale of White Horse District Council, Abbey Close, Abingdon OX14 3JE;

    d. Oxfordshire County Council, County Hall, New Street, Westgate, Oxford OX1 1ND;

    e. Kennington Library, Kennington Village Centre, Main Street, Kennington, Oxford OX1 5PG;

    and

    f. Oxford Library, The Charter, Abingdon OX14 3HJ; Botley Library, St Clements Church Way, Botley, OX2 9LP

    at all reasonable hours. Copies of these documents are also available online at:

  8. A person aggrieved by the application may object to the CPO but failure to meet with the date, challenge is valid only on the ground that there has been a failure to comply with any relevant statutory requirement relating to the certificate.
