What is planned?

Notice under Article 15 of the Town and Country Planning (Development Management Procedure) (England) Order 2015 and Planning (Listed Buildings and Conservation Areas) Act 1990.
The following applications have been made to St Helens Council:
Application Number: P/2025/0200/ART
Proposal: The introduction of the proposed Article 4 Direction has the effect of removing the permitted development rights conveyed by Schedule 2 Part 11 Class B of Town and Country Planning (General Permitted Development) (England) Order 2015 as amended, which allows for a building to be demolished following an application to the Local Planning Authority as to whether the prior approval of the authority will be required as to the method of demolition and any proposed restoration of the site.
Applicant: St Helens Council
Location: Stork Inn, 33 Main Street, Billinge, St Helens, WN5 7HA
This application affects the Article 4 Direction of a property.
Application Number: P/2025/0307/FUL
Proposal: Single storey rear extension including basement changing rooms (previously approved) and gym below with roof terrace above, along with conversion of first floor into 14 bedroom hotel and additional parking.
Applicant: Houghwood Golf LTD
Location: Houghwood Golf Course, Crank Road, Kings Moss, St Helens
The application is for a Major Development.

If you have any comments about the applications, they can be submitted online or in writing to the Town Hall within 21 days of the publication of this notice. If you decide to submit comments, no acknowledgement will be sent. Any comments received are open to public inspection and will be displayed on the Council’s website.
