NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR GRIMSBY TO WALPOLE
1. Notice is hereby given that National Grid Electricity Transmission plc (“National Grid”) of 1 – 3 Strand, London, WC2N 5EH intends to apply to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (“DCO”) under Section 37 of the Planning Act 2008 (the “Act”) to authorise the construction and operation of the Grimsby to Walpole Project (the “Project”).
2. The Project is a proposal by National Grid to upgrade the electricity transmission system between new substations near Grimsby and Walpole. The Project includes a new 400 kilovolt (“kV”) electricity transmission connection of approximately 140 kilometers (“km”) in overall length between two proposed new substations, Grimsby West 400kV Substation and Walpole B 400kV Substation. National Grid will consult on all aspects of the proposed development for the Project, including:
● approximately 140 km of new 400 kV overhead transmission line
● a new 400 kV substation to be built in the vicinity of the existing Grimsby West 400 kV Substation in North East Lincolnshire (to be referred to as the new Grimsby West Substation). The existing substation would be decommissioned, in full, or part. The extent of decommissioning will be determined and reported in the Environmental Statement
● two new 400 kV Lincolnshire Connection substations located south-west of Mablethorpe in East Lindsey (to be referred to as Lincolnshire Connection Substation A and Lincolnshire Connection Substation B)
● up to two new 400 kV substations in the vicinity of the Spalding Tee-Point in South Holland District (to be referred to as Weston Marsh Substation A and Weston Marsh Substation B)
● a new 400 kV substation in proximity to the existing Walpole Substation west of the village of Walpole St Andrew and north of the town of Wisbech, in King’s Lynn and West Norfolk District (to be referred to as “Walpole B Substation”)
● replacement of short sections of existing 400 kV overhead line and local changes to the lower voltage distribution networks to facilitate the construction of the new overhead line and substations.
3. The Project would be designed, constructed and operated in accordance with applicable health and safety legislation. The Project would also need to comply with design safety standards including the National Electricity Transmission System (“NETS") Security and Quality of Supply Standard, which sets out the criteria and methodology for planning and operating the NETS. This informs a suite of National Grid policies and processes, which contain details on design standards required to be met when designing, constructing and operating assets such as proposed for the Project.
4. The Project will seek authorisation for the compulsory acquisition of land and interests in and rights over land, overriding easements and other rights, the temporary use of land, and other ancillary powers.
5. The Project is an Environmental Impact Assessment (“EIA”) development, as defined by The Infrastructure Planning (EIA) Regulations 2017. An Environmental Statement will therefore be submitted as part of the application, which will contain information about the environmental effects of the Project.
6. The documents, plans, and maps showing the nature and location of the Project, including the Preliminary Environmental Information Report (“PEIR”) and non-technical summary (NTS), will be available to download free of charge from Wednesday 11 June 2025 until 11:59pm on Wednesday 6 August 2025 on

10. Following the start of the statutory consultation, consultees will be able to request paper copies of consultation documents. The documents that will be made available on request, free of charge, will be the:

2. Requests for paper copies of the technical documents will be reviewed on a case by-case basis. How to respond to the consultation
11. The consultation is running between Wednesday 11 June 2025 and 11:59pm on Wednesday 6 August 2025.
12. Any consultation responses or other representations in respect of the Project during the consultation period can be submitted in writing in the following ways:

13. In providing their consultation response, consultees should:

15. We must receive all responses by 11:59pm on Wednesday 6 August 2025 to ensure their consideration.
16. National Grid will take into account any response to this publicity or the consultation that is received before the specified deadline when deciding on the final form of the proposed DCO application. Please note that responses are likely to be made public.
17. National Grid may be required to make copies of representations available to the Secretary of State. However, National Grid will request that personal details are not placed on the public record. Personal details will be held securely in accordance with the relevant data protection legislation and will be used solely in connection with the consultation process and the development of this Project and, except as noted above, will not be disclosed to any third parties.
