NOTICE OF PUBLICATION OF A STATEMENT OF COMMUNITY CONSULTATION


1. Notice is hereby given that National Grid Electricity Transmission plc (“National Grid”) of 1 – 3 Strand, London, WC2N 5EH intends to apply to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (“DCO”) under Section 47 of the Planning Act 2008 (as amended) (the “Act”) to authorise the construction and operation of Grimsby to Walpole (the “Project”).
2. The Project is a proposal by National Grid to upgrade the electricity transmission system between new substations near Grimsby and Walpole. The Project includes a new 400 kilovolt (“kV”) electricity transmission connection of approximately 140 kilometers (“km”) in overall length between two proposed new substations, Grimsby West 400kV Substation and Walpole B 400kV Substation. National Grid will consult on all aspects of the proposed development for the Project, including:
approximately 140 km of new 400 kV overhead transmission line
a new 400 kV substation to be built in the vicinity of the existing Grimsby West 400 kV Substation in North East Lincolnshire (to be referred to as the new Grimsby West Substation). The existing substation would be decommissioned, in full, or part. The extent of decommissioning will be determined and reported in the Environmental Statement
two new 400 kV Lincolnshire Connection substations located south-west of Mablethorpe in East Lindsey (to be referred to as Lincolnshire Connection Substation A and Lincolnshire Connection Substation B)
up to two new 400 kV substations in the vicinity of the Spalding Tee-Point in South Holland District (to be referred to as Weston Marsh Substation A and Weston Marsh Substation B)
a new 400 kV substation in proximity to the existing Walpole Substation west of the village of Walpole St Andrew and north of the town of Wisbech, in King’s Lynn and West Norfolk District (to be referred to as “Walpole B Substation”)
replacement of short sections of existing 400 kV overhead line and local changes to the lower voltage distribution networks to facilitate the construction of the new overhead line and substations.
3. The Project will seek authorisation for the compulsory acquisition of land and interests in and rights over land, overriding easements and other rights, the temporary use of land, and other ancillary powers.
4. The Project is an Environmental Impact Assessment (“EIA”) development, as defined by The Infrastructure Planning (EIA) Regulations 2017. An Environmental Statement will therefore be submitted as part of the application, which will contain information about the environmental effects of the Project.
5. Under Section 47 of the Planning Act 2008, National Grid has a duty to consult the community on its proposals. The Statement of Community Consultation explains how National Grid will undertake the consultation, where the consultation documents can be viewed, where public events will be held and how people can comment on the proposals and provide responses to the consultation.
The consultation will take place between Wednesday 11 June 2025 and 11.59PM on Wednesday 6 August 2025.
Between those dates the Statement of Community Consultation and other consultation materials will be available to view free of charge on the Project’s website at:
