MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 247 o Ddeddf Cynllunio Gwlad a Thref 1990 (“Deddf 1990”) i awdurdodi cau’r darn o briffordd a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn, i wella’r darn o briffordd a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn ac i ddarparu’r darn newydd o briffordd a ddisgrifir yn Atodlen 3 i’r Hysbysiad hwn. Mae Gweinidogion Cymru wedi eu bodloni bod angen cau’r briffordd. 

Nid awdurdodir cau’r briffordd ond er mwyn gwneud y datblygiad yn unol â’r caniatâd cynllunio a roddwyd o dan Ran 3 o Ddeddf 1990 gan Gyngor Dinas a Sir Abertawe ar 14 Medi 2021 o dan y cyfeirnod 2021/1820/FUL a ddisgrifir yn Atodlen 4 i’r Hysbysiad hwn.

Bydd Gorchymyn Cau Priffyrdd (Heol-y-Wern, Casllwchwr, Abertawe) 2025 (“y Gorchymyn”) yn peidio â chael effaith os daw’r caniatâd cynllunio mewn cysylltiad â’r datblygiad i ben neu os caiff ei ddirymu.

Gellir gweld copïau o’r Gorchymyn a’r plan a adneuwyd yn rhad ac am ddim yn ystod oriau swyddfa arferol yn swyddfeydd Cyngor Abertawe, Canolfan Ddinesig, Ffordd Ystumllwynarth, SA1 3SN neu gellir eu cael yn rhad ac am ddim o’r cyfeiriad isod gan ddyfynnu’r cyfeirnod qA2252700.

Caiff unrhyw berson a dramgwyddir gan y Gorchymyn, ar y sail:

a. nad yw o fewn pwerau Deddf 1990; neu

b. na chydymffurfiwyd ag un o ofynion gweithdrefnol Deddf 1990;

o fewn 6 wythnos i 20 Mai 2025, wneud cais i’r Uchel Lys at y diben hwnnw.

Gwaith gosod arwyneb newydd ar ddarn presennol o’r gerbytffordd a’r llwybrau troed yn Heol-y-Wern, Casllwchwr, Abertawe, SA4 6JE, gan ddechrau 60 o fetrau i’r gorllewin o ffin y safle, sydd â chyfanswm arwynebedd o 605 o fetrau sgwâr ac sydd wedi ei farcio â chroeslinellau ar y plan a adneuwyd.

Y Datblygiad
Datblygiad preswyl o 98 o anheddau sy’n cynnwys 37 o anheddau fforddiadwy a 61 o anheddau preifat gyda mynediad cysylltiedig, gwaith tirlunio, gwaith draenio a gwaith cysylltiedig yn y tir cyfagos i Beili Glas, Casllwchwr, Abertawe, SA4 6JE.

Town And Country Planning Act 1990
The Stopping Up Of Highways (Heol-Y-Wern, Loughor, Swansea) Order 2025

THE WELSH MINISTERS have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of a length of highway described in Schedule 1 to this Notice, to improve a length of highway described in Schedule 2 to this Notice and to provide a new length of highway described in Schedule 3 to this Notice. 

The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by the City and County of Swansea Council on 14 September 2021 with reference 2021/1820/FUL and described in Schedule 4 to this Order.

The Stopping Up of Highways (Heol-Y-Wern, Loughor, Swansea) Order 2025 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.

Copies of the Order and the deposited plan may be inspected free of charge during normal office hours at Swansea Council, Civic Centre, Oystermouth Road, Swansea, SA1 3SN or may be obtained free of charge from the address below quoting reference qA2252700.

If a person is aggrieved by the Order, on the grounds that:

a. it is not within the powers of the 1990 Act; or

b. a procedural requirement of the 1990 Act has not been complied with;

that person may, within 6 weeks of 20 May 2025, make an application for the purpose to the High Court.

The existing turning head on the southern boundary to Heol-Y-Wern, Loughor, Swansea, SA4 6JE, with a maximum area of 127.5 sq metres and marked with zebra hatching on the deposited plan.

New highway to be provided
An irregular shaped length of highway immediately adjacent to the eastern end of Heol-Y-Wern, Loughor, Swansea, SA4 6JE, with a maximum area of 1756 sq. metres and marked with stipple on the deposited plan.

Lengths of highway to be improved
Resurfacing works in an existing length of the carriageway and footpaths in Heol-Y-Wern, Loughor, Swansea, SA4 6JE, starting 60 metres west from the site boundary, with a maximum area of 605 sq. metres and marked with cross hatching on the deposited plan.

SCHEDULE 4
The Development
Residential development of 98 dwelling comprising 37 affordable dwellings and 61 private dwellings with associated access, landscaping, drainage and associated works in the land adjacent to Beili Glas, Loughor, Swansea, SA4 6JE.
