PUBLIC INQUIRY

Opening on 20th May 2025 at 10.00

The first week will take place at the Kuflink Stadium (Ebbsfleet United FC), Main Room, Stonebridge Road, Northfleet, Kent, DA11 9GN.  Details of how to view the Inquiry virtually for this week will be available on our website prior to the Inquiry under https://plan. gravesham.gov.uk/online-applications/  The following weeks will take place at the Council Chamber, Civic Centre, Windmill Street, Gravesend, Kent, DA12 1AU.

REASON FOR INQUIRY - Application by Northfleet Central 1 Ltd. to Gravesham Borough Council has been ‘called in’ for determination for:

Outline planning application with all matters reserved, except for the primary means of access and road layout, for a phased mixeduse redevelopment involving the demolition of existing buildings and structures including site preparation / remediation works, and the development of residential units (Use Class C3), Class E uses including floorspace for retail Class E(a)), food/beverage and drinking establishments (Use Class E(b)), local services (Use Class E(c)), indoor sport/recreation/fitness (use Class E(d)), healthcare space (Use Class E(e)), creche/nursery uses (Use Class E(f)), office floorspace (Use Class E(g)(i)), a new multi-use stadium with associated business and leisure facilities (sui generis), hotel (Use Class C1), community uses floorspace (Use Class F2). The phased redevelopment will include other sui generis uses, delivery of open space and significant realignment of the road network including the A226 Galley Hill Road/ Stonebridge Road/Lower Road with hard/soft landscaping, car and cycle parking provisions, infrastructure works, ancillary and associated works.

The Inspector appointed by the Secretary of State C Parker BA(Hons) MA will hold an Inquiry opening on 20th May 2025. The Inquiry is scheduled to open at 10:00 on Tuesday 20 May 2025 and will then resume at 09:30 on subsequent days.  It is scheduled for 13 days, running on Tuesday – Friday on weeks commencing 19 May 2025, 26 May 2025, 2 June 2025, and 9 June 2025 (the latter being week 4, as reserve).  We also have as a reserve, in extremis, 16 June 2025, 17 June 2025, and the morning of 18 June 2025.

Members of the public may attend the Inquiry and, at the Inspector’s discretion, express their views.  

If you wish to take part in the Inquiry please register by 13th May 2025 by email to planning.appeals@gravesham.gov.uk providing your name, email address and details of the status within the context of the appeal i.e. interested party.  Please be aware that if you have registered to speak then you will need to make yourself known to the Inspector on the day, as the Planning Inspectorate will not respond to requests to speak at the event in advance of the Inquiry.

The Kuflink Stadium is within a short (less than 10 minute) walk of both Ebbsfleet International and Northfleet train stations.  Car parking is very limited at the stadium and surrounding area, but there is plentiful parking available at Ebbsfleet International station.

The Civic Centre is centrally located and is close to all public transport facilities.  For those making their way by car - there is ample public parking available close by.  There is an induction loop also available within the Council Chamber.
