What is planned?

Adoption Statement

Town and Country Planning (Local Planning) (England) Regulations 2012

• Houses in Multiple Occupation (HMO) Supplementary Planning Document

• Climate Change Adaptation and Mitigation Supplementary Planning Document

In accordance with Regulations 11, 14 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012, notice is hereby given that Halton Borough Council formally adopted the following Supplementary Planning Documents (SPDs) at its Executive Board meeting on 13 March 2025, having taken into account the representations received during earlier consultation drafts.

Houses in Multiple Occupation (HMO)
The HMO provides a comprehensive guide to inspire and guide the delivery of high-quality HMO’s within the Borough, providing clear guidance to applicants, developers, the community on the quality of new development the Council will expect.

Climate Change Adaptation and Mitigation SPD
The Climate Change Adaptation and Mitigation SPD sets out the Council’s approach to the SPDs will be used to inform decisions on land use planning in Halton and are ‘material considerations’ in the decision-making process, supporting the planning policies of the adopted Local Plan.

Copies of the SPDs, the Adoption Statement and Consultation Statement are available online at the Council’s website1.

Paper copies of the SPDs and Adoption Statement are also available for inspection at the following address during opening hours:

• Runcorn Shopping City Library, Shopping City, Runcorn.

• Widnes Library, Victoria Road, Widnes.

Challenge
The proposals came into operation on 18th March 2025.

Any person aggrieved by the SPDs may apply to the High Court for permission to apply for judicial review of the decision to adopt the SPDs. Such an application must be made promptly and in any event not later than three months after the date on which the SPD was adopted.
