NOTICE UNDER ARTICLE 15
Notice of proposed development/works at (a) Land to the North West of Parrock Road, Barrowford. 25/0255/VAR Variation of Condition: Vary Condition 14 (Landscaping Scheme) of Planning Permission 21/0758/FUL. The proposal is within the Carr Hall/Wheatley Lane Road Conservation Area. (b) Land to the South East of Goldshaw Court, Well Head Road, Newchurch-in-Pendle. 25/0200/FUL Full: Installation of ground-mounted solar panels. The proposal is within the Newchurch and Spenbrook Conservation Area. A Public Right of Way is adjacent to the proposal. (c) The Substation, Northlight Parade, Brierfield. 25/0262/FUL Full: Erection of 3 no. wall-mounted air condenser units. The proposal is within the Brierfield Mills Conservation Area. The proposal affects the setting of a Listed Building.

(d) The Substation, Northlight Parade, Brierfield. 25/0263/LBC Listed Building Consent: Erection of 3 no. wall-mounted air condenser units. The proposal is within the Brierfield Mills Conservation Area. The proposal affects a Listed Building. The Council has received these applications and is required to advertise them under the above legislation. Copies of the applications can be inspected during normal office hours at Number One Market Street, Nelson until 9 May 2025. Any representations about these applications should be made either in writing to the Planning Services Manager, Town Hall, Market Street, Nelson, BB9 7LG, so as to arrive not later than 9 May 2025; or, a copy of the application can be inspected on the Council’s website (
under Environment/Planning/View Planning Applications) and comments made online. All comments received will be available for public inspection and will be viewable on the internet along with the application details. However, we will endeavour to prevent signatures, telephone numbers and email addresses from appearing on the comments published on the internet. Decisions are normally made within six to eight weeks (11 to 13 weeks for major planning applications). Details of the decision will not automatically be sent to those that have made comments.
