STATEMENT OF DECISION ON AN EIA APPLICATION

West Berkshire Council has determined an application by Environmental Power International and Claude Fenton Holdings for planning permission for development falling within the scope of the above Regulations (called “EIA development” in the Regulations).

The Application, reference 24/00247/MINMAJ, for Development of an Advanced Conversion and Recovery Facility comprising of two main buildings including processing hall and offices, access routes, vehicle parking, cycle spaces, storage and landscaping,

at Fenton House, Deans Copse Road, Theale, Reading, RG7 4GZ has been GRANTED

The content of the decision and any conditions attached are contained within Schedule 1. A copy of the Decision Notice is contained in Schedule 1 below.

The main reasons and considerations on which the decision is based, along with the reasoned conclusion on the significant effects of the development on the environment, and information about the participation of the public, is contained in Schedule 2 below.

A description of the main measures to avoid, reduce and offset the major adverse effects of the development is contained in Schedule 3 below.

Any person wishing to challenge this decision may do so by way of an application to the High Court for judicial review under Section 31 of the Senior Courts Act 1981. Such application must be made promptly and, in any event, not later than six weeks after the date of the decision:

18th March 2025.

West Berkshire Council’s Eastern Area Planning Committee has considered carefully all the material planning issues raised by this proposal, together with all representations received and, having regard to national, regional and local planning policy, the Development Plan) has concluded that planning permission should be granted subject to conditions. Taking into account the relevant environmental information (as defined by the Town and Country Planning (Environmental Impact Assessment) Regulations 2017), planning application reference 24/00247/MINMAJ is approved for the reasons and considerations set out within the West Berkshire Council Committee report dated 5th March 2025, available at https://publicaccess.westberks.gov.uk, quoting application reference number 24/00247/MINMAJ.

The proposals are considered to be in compliance with policies the Minerals and Waste Local Plan plus benefits for diverting waste from landfill and recovering energy from waste in the form of green fuels and solid carbon, with the facility delivering a carbon negative process of waste management.
