NOTICE UNDER ARTICLE 15
Notice of proposed development/works at (a) Site of Fernbank Mill, Fernbank Avenue, Barnoldswick. 25/0144/OUT Outline (Major): Erection of 101 dwellings (Access, Appearance, Layout and Scale only) including open space and associated infrastructure. The proposal is a Major Development. A Public Right of Way is adjacent to the proposal. (b) 23 Manchester Road, Nelson. 25/0180/FUL Full: Alterations to shopfront and installation of 9 no. AC condenser units to rear elevation. The proposal affects the setting of a Listed Building.

(c) Canal Towpath to the North of Lob Lane Bridge, Clitheroe Road, Brierfield. 25/0161/ADV Advertisement Consent: Display of 3 no. artwork signage for a temporary period of 6 months. The proposal is within the Brierfield Mills Conservation Area. (d) 58 Manchester Road, Nelson. 25/0123/ADV Advertisement Consent: Display of 1 no. illuminated fascia sign. The proposal is within the Whitefield Conservation Area. The Council has received these applications and is required to advertise them under the above legislation. Copies of the applications can be inspected during normal office hours at Number One Market Street, Nelson until 11 April 2025. Any representations about these applications should be made either in writing to the Planning Services Manager, Town Hall, Market Street, Nelson, BB9 7LG, so as to arrive not later than 11 April 2025; or, a copy of the application can be inspected on the Council’s website (
under Environment/Planning/View Planning Applications) and comments made online. All comments received will be available for public inspection and will be viewable on the internet along with the application details. However, we will endeavour to prevent signatures, telephone numbers and email addresses from appearing on the comments published on the internet. Decisions are normally made within six to eight weeks (11 to 13 weeks for major planning applications). Details of the decision will not automatically be sent to those that have made comments.
