Mr Yuda Stroll against the decision of London Borough of Lewisham who have refused to grant a certificate of lawfulness of existing use or development for Application for a Lawful Development Certificate (existing) submitted under Section 191 of the Town & Country Planning Act 1990 (as amended) and Class L of Schedule 2, Part 3, of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) for the change of use of the property from a C3 (dwellinghouse) to C4 (small HMO) for up to six individuals, for land at 9 Ellerdale Street.
