NOTICE IS HEREBY GIVEN pursuant to the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (the "2017 Regulations") that further information is available in relation to an Environmental Statement ("ES") originally submitted by Breedon Trading Limited to Norfolk County Council, on 8 November 2022 in support of a planning application (ref FUL/2022/0056) for extraction of sand and gravel with low level restoration to meadow species rich grassland with an ephemeral water body on land off Crab Apple Lane, Haddiscoe, Norfolk NR14 6SJ.

The application was refused by the County Council on 31 May 2024 and Breedon has submitted an appeal to the Planning Inspectorate. The appeal (ref APPEAL REF: APP/X2600/W/24/3356489) will be determined by way of public inquiry commencing on 11 March 2025 and is scheduled to sit for 6 days.

Breedon has prepared an addendum to the original ES for the purpose of the appeal to update the original ES and which is to be read together with the original ES. As such, the further information has been submitted specifically for the purposes of the Inquiry which will be held under the Town and Country Planning Act 1990.

The addendum addresses:-

1. the following new/amended documents which were submitted as part of the appeal comprising:-

(i) Amended drawings to update the concept restoration plan cross sections (077-18_HADD011_Rev.A_), the phasing overview plan (2022_05_26_H20_006 Rev B) and planting and aftercare details (077-18_HADD010_Rev.A_) copies of which are contained at appendix I to Breedon's statement of case. The drawings do not change the conclusions of the environmental impact assessment or the scheme which are identified in the phasing plans.

(ii) An amended Restoration Plan HADD09Rev B contained at Appendix I to the statement of case to show that the proposed site access will be stopped up and planted as part of the restoration scheme and the field access reinstated. This is in response to a request by the County Council to re-instate the field access.

(iii) A Heritage Impact Assessment addendum provided at appendix F to the statement of case.

(iv) A Biodiversity Net Gain calculation provided at appendix K to the statement of case.

2. Updated policy - it addresses any updated policy/guidance for example the updated NPPF published in December 2024.

3. Baseline surveys update - it updates where necessary any baseline surveys to ensure they are up to date.
