Notice Publicising A Proposed Application For A Development Consent Order And A Material Change To An Existing Development Consent Order

Notice is hereby given that Segro Properties Limited of 1 New Burlington Place, London, England, W1S 2HR proposes to apply to the Planning Inspectorate under section 37 of the Planning Act 2008 for a development consent order (“DCO”) to authorise nationally significant infrastructure comprising a new multi-unit logistics and industrial development on land south of East Midlands Airport, east of the village of Diseworth and west/north west of junction 23A of the M1 motorway together with highway works to the strategic road network at junction 24 of the M1 to construct a new free-flow link road from the M1 northbound to the A50 westbound, widening of the A50 eastbound link and other related works and traffic management measures (the “DCO Application”).

Notice is also given that Segro (EMG) Limited of 1 New Burlington Place, London, England, W1S 2HR proposes to apply to the Planning Inspectorate under section 153 and schedule 6 of the Planning Act 2008 for a material change order (“MCO”) to amend the East Midlands Gateway Rail Freight Interchange and Highways Order 2016 (SI 2016/17) (“EMG1 Order”) to construct additional warehousing on land north of East Midlands Airport, increase the permitted height of the cranes at the existing rail-freight terminal and improve the existing public interchange and site management building (the “MCO Application”).

The DCO Application relates to development for which an environmental impact assessment is required. The EMG1 Order permitted development that was subject to an environmental impact assessment. Segro Properties Limited and Segro (EMG) Limited (together the “Applicant”) will undertake an environmental impact assessment and prepare a single environmental statement to be submitted with the DCO Application and the MCO Application. 

A copy of the proposals, emerging draft environmental statement comprising the preliminary environmental information, plans, maps and other draft documents showing the nature and location of the proposed development, may be inspected free of charge on the Applicant’s webpage at www.segro.com/slpemg2 under the tab marked ‘statutory consultation’. A hard copy of the documentation may be inspected free of charge at the following locations and during the hours set out below.

1) North West Leicestershire District Council, Customer Centre, Belvoir Road, Coalville, Leicestershire, LE67 3XF (Mon, Tues, Wed & Fri 09:00 - 17:00, Thurs 09.00 - 16.00, Sat & Sun closed).

2) Castle Donington Library, 101 Bondgate, Castle Donington, Derbyshire, DE74 2LJ (Mon 10.00-16.00, Tues, Wed, Thurs 10:00-14:00, Fri 10.00-16.00, Sat 10.00-13.00, Sun: closed).

The documents will be available from 3 February until 17 March 2025. Copies of the plans, maps and documents can be provided in paper copy form at a cost of £600 or on a memory stick free of charge.

Any responses or representations in respect of the proposed DCO Application and the MCO Application should be submitted online via the comments form on the Applicant’s webpage, www.segro.com/slpemg2. Alternatively, responses can be submitted in writing to the Applicant at EMG2, PO Box 11382, Nottingham, NG2 9AU.

All responses or representations must be received by the Applicant by 17 March 2025.
