Notification of Appeal under Section 78 of the Town and Country Planning Act 1990

The following Appeal has been made to St Helens Council:

Application: P/2023/0619/FUL

Appeal Number: APP/H4315/W/24/3350503

Appeal by: Wain Homes (North West) Ltd

Appeal Start Date: 12th September 2024

Proposal: Resubmission of full planning application P/2022/0575/FUL for the residential development of 92 dwellings including access, associated works and landscaping.

Location: Land West Of Mill Lane, Newton Le Willows

An appeal has been made to the Secretary of State against the decision of St Helens Council to refuse to grant planning permission for the development. Full details of the application, and the reasons it was refused are available on the Council’s website at:

www.sthelens.gov.uk/onlineapplications. The appeal documents can also be inspected at St Helens Council, Planning and Building Control, Town Hall, Victoria Square, St Helens, WA10 1HP, between 9am and 5pm, Monday to Friday.

The above link contains amended plans and statements since the original application was submitted. The decision to issue this notice has also resulted in an amendment to the description of the application, which is now as referred above.

The appeal will be determined on the basis of an inquiry by Planning Inspector M Johnson BA(Hons) DipTP DipUD MRTPI. The procedure to be followed is set out in the Town and Country Planning Appeals (Determination by Inspectors) (Inquiries Procedure) (England) Rules 2000, as amended.

The appeal inquiry will commence on Tuesday 3rd December 2024 at 10:00am. It is currently anticipated the inquiry will be sitting for 4 days. The inquiry will take place in the following location:

Council Chamber, St Helens Town Hall, Victoria Square, Birchley Street, St Helens, WA10 1HP.

Anyone wishing to attend the inquiry or express their views to the Inspector should please write to planning@sthelens.gov.uk. You must ensure you speak to the Inspector only via the planning services team. The Inspector will not respond to requests to speak at the event in any other format.
