Rhoddir rhybudd drwy hyn y cynhelir y Gwrandawiadau canlynol ar y dyddiadau, yr amseroedd a’r lleoliadau a nodir isod gan yr Awdurdod Archwilio (ar ran yr Ysgrifennydd Gwladol dros Ddiogelwch Ynni a Sero Net (yr “Ysgrifennydd Gwladol”)) ar gyfer archwilio’r cais a wneir gan Mona Offshore Wind Ltd (yr “Ymgeisydd”) o Building B, Chertsey Road, Sunbury on Thames, Y DU, TW16 7BP, am Orchymyn Cydsyniad Datblygu (“DCO”) o dan Ddeddf Cynllunio 2008 (y “Cais”). Cyflwynodd yr Ymgeisydd y Cais i’r Ysgrifennydd Gwladol, D/O yr Arolygiaeth Gynllunio, ar 22/02/2024 a chafodd ei dderbyn ar 21/03/2024. Mae’r Arolygiaeth Gynllunio wedi nodi’r cyfeirnod canlynol ar gyfer y Cais: EN010137.

Cais ydyw am gydsyniad datblygu i adeiladu, gweithredu a datgomisiynu Fferm Wynt Alltraeth arfaethedig Mona (y “Prosiect”) oddi ar arfordir Gogledd Cymru. Mae’r Prosiect yn cynnwys hyd at 96 generadur tyrbinau gwynt a seilwaith cysylltiedig ar y tir ac ar y môr. Bydd y Prosiect yn cael ei leoli yn nyfroedd Cymru ac o fewn Siroedd Dinbych a Chonwy.

Crynodeb o’r Cais a’r Prosiect
Bydd y cais am DCO yn cynnwys y canlynol:
• adeiladu, gweithredu, cynnal a chadw a datgomisiynu’r Prosiect;

• caffael tir yn orfodol gan gynnwys hawliau mewn tir neu dros dir sy’n ofynnol at ddibenion y Prosiect, a thir sy’n ofynnol i hwyluso’r Prosiect neu sy’n gysylltiedig ag ef;

• cymhwyso a/neu ddatgymhwyso deddfwriaeth sy’n berthnasol i’r Prosiect, gan gynnwys y ddeddfwriaeth sy’n ymwneud â chaffael tir yn orfodol; a

• darpariaethau, caniatadau neu gydsyniadau pellach sy’n angenrheidiol a/neu’n gyfleus gan gynnwys trwydded forol dybiedig.

Mae’r Prosiect yn cynnwys fferm wynt alltraeth arfaethedig ym Môr Iwerddon, a seilwaith cysylltiedig ar y môr ac ar y tir. Disgwylir i’r fferm wynt gynnwys hyd at 96 generadur tyrbinau gwynt. Ar ei bwyntiau agosaf at y lan, mae ardal yr aráe yn 28.8 km o arfordir gogledd Cymru, 46.9 km o arfordir gogledd-orllewin Lloegr, a 46.6 km o Ynys Manaw. Bydd coridor y ceblau allforio ar y môr tua 46 km o hyd a bydd y coridor ceblau allforio ar y tir (gan gynnwys coridor ceblau 400 kV) tua 16 km o hyd.

Bydd y Gorchymyn Cydsyniad Datblygu arfaethedig, ymysg pethau eraill, yn awdurdodi’r canlynol : 

a) Adeiladu a gweithredu hyd at 96 generadur tyrbinau gwynt ar y môr a’u sylfeini;

b) Adeiladu hyd at bedwar platfform is-orsaf ar y môr (OSP) a’u sylfeini;

c) Adeiladu rhwydwaith o geblau rhyng-aráe o dan y môr sy’n cysylltu’r generaduron tyrbinau gwynt a rhwydwaith o geblau rhyng-gysylltu sy’n cysylltu’r platfformau is-orsaf ar y môr;

d) Gosod hyd at bedair cylched ceblau allforio o dan y môr i drosglwyddo’r trydan a gynhyrchir gan y generaduron tyrbinau gwynt i’r lan. Mae coridor ceblau allforio ar y môr y Prosiect yn ymestyn tua’r de-ddwyrain o ardal yr aráe i’r lanfa arfaethedig yn Llanddulas yng Nghonwy;

e) Adeiladu hyd at bedwar porth cysylltu trosiannol ar y lanfa sy’n cysylltu’r ceblau ar y môr â’r ceblau ar y tir;

f) Gosod hyd at bedair cylched ceblau allforio tanddaearol ar y tir sy’n cysylltu o’r pyrth cysylltu trosiannol ar y lanfa i is-orsaf ar y tir y prosiect;

g) Adeiladu a gweithredu is-orsaf newydd ar y tir ar gyfer y prosiect i’r de o Barc Busnes Llanelwy a Ffordd Glascoed yn Sir Ddinbych;

h) Gosod hyd at ddwy gylched ceblau allforio tanddaearol ar y tir sy’n cysylltu’r is-orsaf arfaethedig ar y tir ag is-orsaf y National Grid ym Modelwyddan er mwyn gallu trosglwyddo’r pŵer i’r National Grid;

i) Gwaith i gysylltu’r Prosiect ag is-orsaf National Grid ym Modelwyddan yn Sir Ddinbych.

Byddai’r Gorchymyn Cydsyniad Datblygu hefyd yn awdurdodi caffael tir yn orfodol, buddiannau mewn tir a hawliau dros dir, a’r pwerau i ddefnyddio tir yn barhaol a dros dro ar gyfer adeiladu, gweithredu, cynnal a chadw a datgomisiynu fferm wynt ar y môr.

Asesiad o’r Effaith Amgylcheddol - Mae’r Prosiect yn ddatblygiad y mae Asesiad o’r Effaith Amgylcheddol yn berthnasol iddo fel y’i diffinnir yn Rheoliadau Cynllunio Seilwaith (Asesiad o’r Effaith Amgylcheddol) 2017. Notice Of Issue-Specific Hearing And Compulsory Acquisition Hearing

Notice is hereby given at the dates, times and locations set out below, the following Hearings will be held by the Examining Authority (on behalf of the Secretary of State for Energy Security and Net Zero (the “Secretary of State”)) for the examination of the application made by Mona Offshore Wind Ltd (the “Applicant”) of Building B, Chertsey Road, Sunbury on Thames, UK, TW16 7BP for a Development Consent Order (“DCO”) under the Planning Act 2008 (the “Application”). The Application was submitted by the Applicant to the Secretary of State, C/O the Planning Inspectorate on 22/02/2024 and was accepted on 21/03/2024. The reference number applied to the Application by the Planning Inspectorate is EN010137.

The Application is for development consent to construct, operate and decommission the proposed Mona Offshore Wind Farm (the “Project”) located off the coast of North Wales. The Project comprises up to 96 wind turbine generators and associated onshore and offshore infrastructure. The Project will be located within Welsh waters and within the Counties of Denbighshire and Conwy.

Summary of the Application and Project
The DCO application will cover : 
• construction, operation and maintenance and decommissioning of the Project;

• the compulsory acquisition of land including rights in or over land required for the purposes of the Project, and land required to facilitate or is incidental to the Project;

• the application and/or disapplication of legislation relevant to the Project including that relating to the compulsory acquisition of land; and

• further provisions, permissions or consents as are necessary and/or convenient including a deemed marine licence.

The Project consists of a proposed offshore wind farm located in the Irish Sea, and associated offshore and onshore infrastructure. The wind farm is expected to comprise up to 96 wind turbine generators. At the closest points the array area is 28.8 km from the north coast of Wales, 46.9 km from the northwest coast of England, and 46.6 km from the Isle of Man. The offshore export cable corridor will be approximately 46 km in length and the onshore export cable corridor (including 400 kV cable corridor) will be approximately 16 km in length. The proposed DCO will, among other things, authorise : 

a) The construction and operation of up to 96 offshore wind turbine generators and their foundations;

b) The construction of up to four offshore substation platforms (OSP) and their foundations;

c) The construction of a network of subsea inter-array cables connecting the wind turbine generators and a network of interconnector cables connecting the OSPs;

d) The installation of up to four subsea export cable circuits to transmit the electricity generated by the wind turbine generators to shore.  The Project’s offshore export cable corridor extents south-eastwards from the array area to the proposed landfall at Llanddulas in Conwy;

e) The construction of up to four transition joint bays at landfall connecting the offshore cables to the onshore cables;

f) The installation of up to four underground onshore export cable circuits connecting from the transition joint bays at landfall to the project onshore substation;

g) The construction and operation of a new project onshore substation to the south of St Asaph Business Park and Glascoed Road in Denbighshire;

h) The installation of up to two underground onshore export cable circuits connecting the proposed onshore substation to the National Grid Bodelwyddan substation to allow the power to be transferred to the National Grid; and

i) Works to connect the Project to the National Grid Bodelwyddan substation in Denbighshire.

The DCO would also authorise the compulsory acquisition of land, interests in land and rights over land, and the powers to use land permanently and temporarily for the construction, operation, maintenance and decommissioning of an offshore wind farm.

Environmental Impact Assessment - The Project is an Environmental Impact Assessment (EIA) development as defined in the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. Consequently, the Applicant has submitted an Environmental Statement as part of the Application. A Non-Technical Summary (“NTS”) of the Environmental Statement is also available.
