In the opinion of the Council, as Local Planning Authority, this development would involve a departure from the Local Development Plan.

Reason: The development site is located within the designated Metropolitan Green Belt and would be assessed under Section 13 (Para 152-156) of the NPPF (2023), Policy G2 of the London Plan (2021), Policy 33 of the Enfield Core Strategy (20210 and Policy DMD82 of the Enfield Development Management Document (2014).

Section 13 (Para 152-156) of the NPPF (2023)

A local planning authority should regard the construction of new buildings as inappropriate in the Green Belt. Exceptions to this are:

b) the provision of appropriate facilities (in connection with the existing use of land or a change of use) for outdoor sport, outdoor recreation, cemeteries and burial grounds and allotments; as long as the facilities preserve the openness of the Green Belt and do not conflict with the purposes of including land within it.

The proposal would not fall within the above provision.

the Planning Inspectorate.
