ELLA STREET CONSERVATION AREA PLANNING (LISTED BUILDINGS & CONSERVATION AREAS) ACT 1990
PART II (CONSERVATION AREAS) – SECTIONS 69 (DESIGNATION) & 71 (GENERAL DUTIES) NOTICE OF PUBLIC CONSULTATION
Under the powers of the said Act the following changes are being proposed to the Ella Street Conservation Areas:
• Adoption of a new Character Appraisal and Management Plan.
• Proposed boundary amendments – removal of areas of Ella Street (Nos.194-204, Even), 2 St Ninians Walk & Sanderson Close (Nos.1-23, cont.)
TOWN AND COUNTRY PLANING (GENERAL PERMITTED DEVELOPMENT) ORDER 2025 (AS AMENDED) NOTICE OF PUBLIC CONSULTATION
Under the powers of the said Act the following proposals are being made:
1. Rooflights: Schedule 2 – Part 1 Development within the curtilage of a dwellinghouse Class A – enlargement, improvement or other alteration of a dwellinghouse.
Permitted Development – A. The enlargement, improvement or other alteration of a dwellinghouse where (k) it would consist of or include – (iv) an alteration to any part of the roof of the dwellinghouse.
To be withdrawn where an alteration would include the installation of a roof light on a roof elevation facing a highway.
2. Solar Panels: Schedule 2 Part 1 – Development within the curtilage of a dwellinghouse – Class C – other alterations to the roof of a dwellinghouse Pretermitted development – C. Any other alteration to the roof of a dwellinghouse.
To be withdrawn for the installation of solar panels (where less than 0.15m) where on a roof elevation facing a highway.
The Article 4 would be in order for the Ella Street Conservation Area as designated following the proposed boundary amendments.

A copy of the consultation document will be available to view at Hull Guildhall Reception. Consultation will take place between 21 October and 29 November 2024.
