Blackburn with Darwen Borough Council has received planning applications for the following developments:

MAJOR DEVELOPMENT

10/24/0729: Peugeot International, Chapels Park Plant, Goose House Lane, Darwen. Full Planning application for new steel framed modular developments for a development project associated with automotive electric vehicles. (Use Class B2). Applicant: Peugeot International.

MAJOR DEVELOPMENT AFFECTING A PUBLIC FOOTPATH

10/24/0740: Land at Whalley Street, Blackburn. Full Planning application for residential use in 106 units (Use Class C3), associated public realm enhancements, improvements to the Public Right of Way, park upgrades, and landscaping. Applicant: Ashworth Homes.

MAJOR DEVELOPMENT AFFECTING A PUBLIC FOOTPATH & AFFECTING THE SETTING OF A LISTED BUILDING

10/24/0735: Land at Bank Hey Farm, Heys Lane, Blackburn. Variation of Condition No. 15 (Construction Method Statement pursuant to planning application 10/23/0629 hybrid application seeking full Planning Permission for a phased development for the erection of 535 No. residential dwellings (Use Class C3) together with associated landscaping, open space, access and infrastructure and the provision of 5% Bungalow provision for older persons within the development. The applicant also seeks to relocate the farm footbridge leading to Holy Charles Church – 20m walkway to be taken from the church. Applicant: Green View Limited.

DEVELOPMENT AFFECTING A CONSERVATION AREA

10/24/0696: The Former Adelphi Hotel, 323 Railway Road, Blackburn. Full Planning application for the conversion of the existing building into 12 No. self-contained flats (Use Class C3), including conversion of a basement into two flats (Use Class C3) and conversion of existing vacant & boarded retail into storage. Storage units (Use Class B8). Applicant: The Hurst Group.

10/24/0762: Gospel Hall, 93 Victoria Street, Blackburn. Full Planning application for a change of use of the ground floor and first floor of the building into residential apartments (Use Class C3) and associated public realm improvements and alterations to the façade of the existing building. Applicant: Andrews & Son Ltd.

MAJOR DEVELOPMENT AFFECTING A PUBLIC FOOTPATH

10/21/0723: Caravan At Number 6, The Cloggers, Darwen. Full Planning application for 6m timber fence. Self-Build dwellings. Applicant: Mr B Quinn.

DEVELOPMENT AFFECTING THE SETTING OF A LISTED BUILDING

10/24/0645: Land at Belthorn Bridge Street, Blackburn. Full Planning application for erection of 5 no. Bungalows; with associated outdoor space and parking. Applicant: Kabir Ahmed.

The applications should be made within 14 days of this Notice by e-mail to: planning@blackburn.gov.uk or by writing to Martin KELLY, Planning Manager, Blackburn with Darwen Borough Council, Planning and Transport Services, 1st Floor Tower Block, Town Hall, Blackburn, BB1 7DY. Please quote the application number on all correspondence.

All comments will be held on a file available for inspection by the applicant and the general public and therefore any comments should exclude any reference to the sender’s telephone number, email address, or signature. In the case of a householder application, in the event of an appeal against a refusal of planning permission, which is to be dealt with on the basis of representations in writing, any comments made will be sent to the Secretary of State and there will be no further opportunity to comment at the appeal stage.

A copy of the application may be inspected at the Planning Department, at the above address between the hours of 10:00am and 4:00pm Monday to Friday or online at www.blackburn.gov.uk.

It is not necessary to send copies to the Planning Department, the Planning Inspectorate will do this when the appeal is lodged. This advertisement will not be taken into account during the determination of a planning application.
