Regulation 19: Publication of Local Plan 

The Pre-Submission Surrey Heath Local Plan (2019-2038): (Regulation 19) (the Pre-Submission Local Plan) sets out the long-term vision and strategy for the level and location of new development in Surrey Heath Borough, including new homes, over the period up to 2038. It sets out how new development will be sustainably accommodated whilst protecting important environmental assets. The Pre-Submission Local Plan contains planning policies and site allocations which will be used to determine planning applications in the Borough. 

Period of Publication for Representations
Representations are invited on the Pre-Submission Local Plan between 12:00 noon Wednesday 7th August and 12:00 noon Friday 20th September 2024. 
No representations will be considered after this time/date. 

Document Availability
Between the dates above, copies of the Pre-Submission Local Plan and supporting documents, including the representation form, will be:
• Available to view on the Council’s website at www.surreyheath.gov.uk.
• Available for inspection during normal opening hours (Monday to Friday 9am to 1pm for face-to-face visits) at Surrey Heath Borough Council Offices, Surrey Heath House, Knoll Road, Camberley, GU15 3HD.
• Available for inspection at local libraries during opening hours.
• Available for inspection subject to an agreed time at Parish Council offices.

Paper copies of the Pre-Submission Local Plan can be requested for a charge, from the Planning Policy team at Surrey Heath Borough Council by telephoning 01276 707100 or emailing planning.consultation@surreyheath.gov.uk.

Making a Representation

Representations must be provided in writing. The preferred method is through the online consultation portal or on the Council’s Regulation 19 representation form. Please note that anonymous responses will not be accepted. 

Further information on making representations and the Pre-Submission Local Plan publication can be found on the Local Plan webpage and consultation portal. Hard copies of the representations form are also available from the locations above.

Representations can be emailed to: planning.consultation@ surreyheath.gov.uk, or posted or hand delivered to: 
Planning Policy and Conservation, Planning Services, Surrey Heath Borough Council, Surrey Heath House, Knoll Road, Camberley, GU15 3HD.

Please note that copies of the comments received will be available for the public to view and cannot be treated as confidential. Data will be processed and held in accordance with the Data Protection Act 1998. Further information on how we handle your data can be found on the Council’s website. 

Representations at this stage should only be made on the legal and procedural compliance of the Pre-Submission Surrey Heath Local Plan, the soundness of the Pre-Submission Local Plan and whether the Pre-Submission Local Plan is in conformity with the Duty-to-Cooperate. Guidance notes have been prepared to help you make representations and these can be viewed on the Local Plan webpage. 

When making your representations you can be asked to be notified of the following: 
• The submission of the Local Plan for independent examination.
• The publication of the Inspector’s recommendations.
• The adoption of the Surrey Heath Local Plan. 

All representations received within the statutory consultation period will be submitted to the Secretary of State, who will appoint an Inspector to carry out an independent examination of the Plan.
