Application For: Skyfall - Sea Wall Enhancement for Seafront Property Replacement

Notice is hereby given that Mr Paul Coker, Dale Cottage, Mill Street, Westerham, TN16 1TH, has applied to the Marine Management Organisation under the Marine and Coastal Access Act 2009, Part 4, for a marine licence to undertake: Remedial works to an existing flood defence (sea wall) which facilitates the replacement of a terrestrial dwelling (Skyfall) at the site in Warfleet. This involves alterations to the current sea wall and steps to ensure flood resilience for the next 200 years in the face of rising sea levels due to climate change. Enabling works are required in the form of a temporary scaffolding platform. The platform is proposed to be constructed on the foreshore (between high and low water mark) with working lifts to provide space for: unloading of materials and loading of spoil and rubbish; storage of materials; storage of waste; and welfare facilities. The scaffolding platform will be present for the duration of the works (both terrestrial and seawall) approximately 36 months in entirety. The scaffolding platform will be supported by a maximum of 90 helical piles impact driven via a pneumatic hammer. Maximum pile depth of 2 metres (m) maximum depth below ground level. Where bedrock is less than 2m below ground level, pile depth is to be reduced accordingly. Piling rig and materials are to be delivered to site by barge in the first instance, with vehicle access via an existing slipway on the opposite side to Warfleet Creek acting as a transport backup should the barge be deemed unsuitable. The vehicle Manitou MT 1030S Telehandler (7720kg) is proposed to make a maximum of 10 round trips across Warfleet Creek.

The existing seawall is to be heightened to 5.62m and extended (reinforced) by 8.6m in length. 12 x 75mm drainage holes are to be placed in the existing stonework and drainage pipes installed in the existing holes. A new retaining wall will be constructed behind the existing wall.
